Requirements

  • Licensed and currently registered to practice as a Professional Nurse in New York State
  • A Master's Degree in Nursing Administration or an equivalent field, and a minimum of four years of high-level responsible experience in nursing administration, three years of which shall have been in a hospital; or,
  • A satisfactory equivalent. However, all candidates must be licensed and currently registered to practice as a Professional Nurse in New York State.

Responsibilities

  • Organizes, directs, plans, coordinates, and evaluates all nursing services and programs for the respective areas of responsibility.
  • Develops, establishes, and implements the philosophy, objectives, policies, and standards of nursing practice in the respective areas of responsibility.
  • Organizes the service or department to delineate authority, functional responsibilities, and lines of communication.
  • Coordinates functions of nursing services with other disciplines; collaborates with administrative staff, other departmental staff, and representatives of allied groups in planning patient care services.
  • Participates in the development, planning, and implementation of new programs.
  • Responsible and accountable for monitoring, evaluating, and developing plans of correction for all aspects of patient care.
  • Responsible and accountable for setting goals and targets to meet all patient care, staff, departmental, and organizational goals, objectives, and strategic priorities.
  • Responsible and accountable for ensuring staff have the necessary resources to provide excellent patient care services.
  • Determines all staffing requirements in relation to patient care standards, and develops procedures to maintain an adequate, competent nursing staff.
  • Responsible and accountable to execute all staffing plans across the departments, that includes scheduling of overtime and agency personnel to meet patient care needs. Follow up with agency temp staffing to facilitate contract extensions, terminations, demobilizations.
  • Work with Central Office to ensure timely replacement of agency personnel as needed to support patient care and unit operations.
  • Proactively manage position control to meet the NYS DOH agreed upon staffing ratios. Recruit to backfill all nursing vacancies in collaboration with HR and Finance.
  • Reconcile position control with unit leaders monthly and ensure position control data is accurate.
  • Ensure position control information is entered into the System database weekly.
  • Complete, review, and distribute weekly at NEC the vacancy report that includes budgeted FTEs and position control gaps.
  • Work with CNO to investigate NYS DOH staffing ratio complaints and determine whether or not complaints are founded or unfounded. Meet with CNO to provide financial, clinical, operational and departmental updates for all new and ongoing initiatives
  • Develops an appropriate recruitment selection process that includes front line staff.
  • Implements and evaluates programs to promote recruitment and retention of qualified nursing personnel
  • Responsible and accountable for staff engagement to support the strategic priorities of nursing, the department, and the organization.
  • Ensures staff have the appropriate education and competencies that are relevant to the practice.
  • Role models and ensures all staff adhere to the ICARE principles of the organization.
  • Ensures ongoing performance appraisal, competency development and validation of staff.
  • Meets with all staff individually on a quarterly basis to provide direct feedback and mentoring.
  • Sets high expectations for all staff, and ensures all staff are accountable and responsible for meeting the needs of the patient, department, and organization.
  • Responsible and accountable for patient and staff rounding on all patient care units in the department, and ensures staff adhere to patient care rounding on their units.
  • Monitors, posts, and communicates patient experience data to drive excellence in patient care.
  • Explains, involves and instructs patients/families concerning the therapeutic regimen and environment of care.
  • Partners with labor for all disciplinary actions
  • Provides counseling to nursing staff regarding adherence to all expectations of their role.
  • Participates in ongoing review of all personnel, OTPS and capital budgets, and exercises fiscal responsibility through the development of proactive action plans.
  • Develops, evaluates and monitors budget allocations in collaboration with Finance, and provides justifications for increases in resource allocations and or variances.
  • Plans and designs staffing models that are consistent with budgetary constraints and resources while meeting the needs of the department.
  • Projects budgetary needs and modifications for subsequent fiscal year based on patient census and/or projected new programs.
  • Maintains up-to-date policy and procedure manuals for all nursing units in the service and evaluates its effectiveness.
  • Ensures a safe and secure environment free of hazards to reduce risk of injury to all customers. (Patients, visitors and staff.)
  • Conducts risk assessments to reduce adverse events.
  • Addresses all safety management issues accordingly.
  • Effectively utilizes the electronic as well as the paper medical record.
  • Participates in abstract writing for poster presentations in the area of specialty and other areas relevant to the service.
  • Ensures that JCAHO, CMS, DOH, and all other regulatory agency standards regarding the assessment of patients and other generic standards are implemented and in compliance.
  • Performs daily chart reviews to ensure documentation compliance in all areas of responsibility and addresses fallouts timely with appropriate plans of correction.
  • Has ongoing involvement in the building of collaboration and interdisciplinary teamwork across disciplines that provide relevant services to all patients.
  • Provides succession planning and mentoring to staff in preparation for line management roles.
