About The Position

Reporting to the CEO, the Director of Newcomer Services implements the organizational policies and strategic objectives set by the CEO. The Director oversees all Newcomer Services ministries, including Migration and Refugee Services (MRS), Education and Workforce Development (EWD), and Immigrant Legal Services, ensuring that each ministry upholds the Church’s mission to "welcome the stranger" through competent and compassionate care while exercising good financial stewardship in alignment with Catholic Charities’ mission and core values. As a member of the Executive Team, the Director works in conjunction with the CEO to manage relationships with key internal and external stakeholders and collaborates with other CCDA Directors to provide integrated care across ministries. The Director has supervisory responsibility for 60+ employees at offices in Alexandria, Manassas, and Fredericksburg.

Requirements

Bachelor’s degree required (Master’s preferred).
10+ years of relevant non-profit experience desired with 5+ years of direct supervisory experience with demonstrated growth.
Proven track record managing large-scale programs with 25+ employees with large volunteer bases.
Deep understanding of immigrant/refugee issues and basic knowledge of immigration law.
Strong background in budget development, grant management, and metric reporting.
Experience with trauma-informed care, conflict resolution, and Community Needs Assessment.
Strong interpersonal skills to manage a diverse workforce across multiple sites, and to effectively engage internal and external stakeholders. Excellent written, oral, and presentation skills.
Detail-oriented and capable of managing multiple priorities in a fast-paced, quickly changing environment.
Knowledge of and willingness to uphold and promote Catholic values and Catholic Social Teaching.

Responsibilities

Operational Oversight: Executes the CEO’s strategic vision and oversees all Newcomer ministry operations, including client services, staffing, quality assurance, and budgeting for three primary ministries:
Migration & Refugee Services: Directing case management and intensive support for migrants and refugees as they establish a new life in the United States.
Education & Workforce Development: Overseeing ESOL instruction and job placement programs that empower clients toward economic self-sufficiency.
Immigrant Legal Services: Managing the delivery of low-cost immigration legal consultations, naturalization assistance, and legal case management.
Financial & Grant Management: Oversees funding streams of $6+ million via federal, state, and foundation grants. Ensures compliance with financial policies and contract requirements.
Mission Integration: Ensures ministries reflect Catholic Identity and Catholic Social Teaching while serving the poor and vulnerable.
Internal Relations: Coordinates with the CEO, CFO, VP of Administration, HR, Finance, Risk Management, Grants, and Directors to ensure cohesive agency operations and policy compliance.
External Relations: Assists CEO in managing relationships with national affiliates (e.g. Catholic Charities USA), state government (e.g. Virginia Office of New Americans), local pastors/parishes, Diocesan staff, and community leaders.
Performance & Quality: Assesses agency capability to meet client needs, ensuring continuous quality improvement and adherence to accreditation standards.
Staff Development: Fosters a culture of professional growth and collaboration among a diverse team of attorneys, educators, and case managers.
In conjunction with CEO, advocates for immigrant and refugee needs on local and national level from Catholic perspective.
Manages volunteer and intern utilization to support ministry goals.
Addresses specific high-level case or personnel escalations as needed.
