About The Position

This position directs the Medicare Programs Division within Aging Services Commission; it provides program oversight, directs team members, implements policy and allocates resources. The position works collaboratively as a key member of the Commission's leadership team to support overall Commission goals and objectives in accordance with federal and state regulations and KDADS policies. In addition to these duties this position is also responsible for implementing collaboration between federal and state agencies and departments to improve the health and independence of older Kansans. The incumbent is responsible for administration and oversight of the Medicare grants and Program of All-Inclusive Care for the Elderly (PACE) programs in Kansas. Medicare grants include Senior Health Insurance Counseling for Kansas (SHICK), Senior Medicare Patrol (SMP) and the Medicare Improvements for Patients and Providers Act (MIPPA).

Requirements

  • Two years of experience in planning, organizing, and directing the work of a government, nonprofit or insurance department, program or agency.
  • Two years of experience supervising others in a government, nonprofit, or insurance setting.
  • Three years of experience in the field of social services for adults (i.e., aging, health, behavioral health, housing, etc.) or in public/private benefits, including insurance.
  • Unrestricted Driver's License
  • Must be able to pass a background check prior to employment.

  • Experience working with Medicare, PACE or other Centers for Medicare & Medicaid Services programs.
  • Experience developing and/or implementing training.
  • Experience creating and maintaining partnerships between publicly funded organizations.

Responsibilities

  • Leadership & Program Management
  • Incumbent plans, organizes, coordinates and directs the administration of multifunctional and multi-agency aging services programs and activities with a broad spectrum of government operations and public services. This position communicates and interprets department programs, goals, policies and procedures to staff, community agencies, and the public.
  • Incumbent must establish and maintain effective working relationships at all organizational levels within Aging Services Commission and KDADS as well as with other agencies and the public; they must coordinate program efforts with functions and programs of other agencies and provide direction and coaching to staff.
  • The incumbent promotes total quality management practices to bring about positive organizational change and continuous quality improvement through the implementation of standards to evaluate the effectiveness of staff and contractors, vendors, and providers and designing initiatives to assist staff in developing and improving job skills and performance. This incumbent uses management processes and tools to improve program services and procedures, to determine whether needs are being met, to correct deficiencies, and to adapt programs and services to meet changing needs.
  • This position serves as a member of the Commission's leadership team and works in cooperation with other Division Directors within the Commission to establish and maintain the Commission's vision and mission and ensure development and completion of Commission goals. Represents the Commission on workgroups, committees, and special initiatives as assigned.
  • The incumbent promotes awareness of programs through regular attendance and presentations at various stakeholder meetings, responds to the public's requests and coordinates responses concerning division policy, procedures and applicable laws. This incumbent uses management systems and tools to improve program services and procedures, to determine whether needs are being met, to correct deficiencies, and to adapt programs and services to meet changing needs. The incumbent also coordinates program functions with the functions of other agencies.
  • Program Development / Compliance
  • The incumbent interprets, directs, and/or coordinates Medicare Programs policies and guidelines through contractors, vendors, providers, or other managers; verifies the work performed follows agency policies as well as state and federal laws.
  • Incumbent manages state and federal funding and other program resources necessary to operate and maintain and improve multiple Medicare services programs and to support new initiatives all with the goal to improve outcomes for consumers of Medicare services.
  • This position establishes performance measures for contractors, vendors, and/or providers to verify work is performed in compliance with agency policies as well as state and federal laws and develops courses of action as necessary if established performance measures are not met.
  • Incumbent directs staff in the implementation and monitoring of grants and contracts; Interfaces with KDADS Operations Financial and Information Services and directs staff to verify timely payments to providers and contractors.
  • Public Education and Stakeholder Engagement
  • The incumbent promotes awareness of Medicare Division programs, regulations, laws, operating procedures, eligibility requirements, and accessibility issues. Works with public and community groups in planning and providing effective education regarding available services. Promotes KDADS efforts through professional presentations and attendance at/in national, regional, and state conferences, committees, and organizations. Will perform other duties as assigned and directed. Facilitates or participates regular meetings of stakeholders, including Area Agencies on Aging.
  • Completes special projects and performs other duties as assigned including but not limited to ensuring the agency is adequately staffed during and immediately following natural and/or manmade disasters, infectious disease outbreaks, and/or acts of terrorism. Assists other employees in the work unit in accomplishing assignments as necessary.
