Work involves establishing the strategic plan and goals and objectives; developing policies, procedures, and guidelines; establishing priorities, standards, and measurement tools for determining progress in meeting goals; coordinating and evaluating program activities and/or business functions; and reviewing and approving budgets within departments or divisions. Supervises the work of others. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgment. This position is classified as a full-time position (40 hours a week). Work outside of regular hours may be required. Travel may be required. Requirements

  • Knowledge and operational expertise related to the principles and practices of public administration and management.
  • Skill in project planning, monitoring, coordination, and results measurement.
  • Skill in problem root cause analysis and negotiating problem resolution.
  • Skill in developing and delivering effective training presentations in both formal and informal settings.
  • Skill in Microsoft Office productivity tools, including Word, Excel, PowerPoint.  Skill with MS Project, SharePoint, and Visio are preferred.
  • Ability to analyze and interpret program and technical information including regulations, policies, and business rules to aid in DFPS IT program goal and priority setting.
  • Ability to identify, develop, implement, monitor, and report quality organizational metrics.
  • Ability to evaluate, document findings and improvement recommendations for organizational processes, project documentation, and deliverables.
  • Ability to define problems, collect data, and develop recommendations for improving business operations and processes.
  • Ability to manage program activities, to establish goals and objectives; to analyze complex information, and to report required action items to program leadership.

  • Graduation from an accredited four-year college or university with major course work in human resources management, business, science, or public administration, organizational development or a related field preferred. Note: Experience in human resources management work may be substituted for the four-year degree on a year for year basis.
  • Experience interpreting and applying operational and human resources policies and procedures.
  • Experience advising and counseling management staff and employees on human resource related issues.
  • Experience entering, updating, retrieving and analyzing information from automated systems.

Responsibilities

  • Directs program activities and/or business functions within a department or division.
  • Directs, plans, guides, and leads program activities and business functions of assigned ITS operational staff by establishing goals and performance metrics and ensuring plans are in place and properly executed based on industry best practices.
  • Plans, directs, and oversees the day-to-day operations of the operational area’s program tasks, ensuring specific training and development plans are progressing.
  • Develops and implements techniques for evaluating program activities and/or business functions within a department or division; and identifies need for changes.
  • Develops a high-performance workforce and analyzes performance and quality metrics to determine ITS program-wide effectiveness.
  • Educates customers and stakeholders on technical processes related to the assigned operational area and ensures an understanding of business priorities and risks.
  • Develops and establishes goals and objectives consistent with the agency’s strategic plan.
  • Develops and implements strategies and plans to support the ITS strategic plan and technology roadmap.
  • Oversees the work, planning, and performance of assigned ITS operational area to ensure work priorities align with goals and objectives and are efficiently completed according to standards of performance and quality.
  • Develops, reviews, and approves budgets and major expenditures; and ensures that requirements of funding sources are met.
  • Develops, reviews, monitors, and gains approval of expenditures related to assigned ITS operational project and staffing budgets to ensure allocations are not exceeded, that funds are utilized effectively and in accordance with applicable laws, policies, and procedures.
  • Identifies budget adjustments needed and collaborates with ITS Budget division to implement and communicate changes.
  • Develops policies, procedures, and guidelines, and monitors compliance.
  • Supports the creation and maintenance of policies, processes, and procedures for planning and executing core ITS business functions.
  • Directs the development of new and revised processes by collaborating with key stakeholders to identify gaps in processes, opportunities for process improvement and automation.
  • Plans, develops, and approves schedules, priorities, and standards for achieving goals; and directs evaluation activities.
  • Provides complex organizational effectiveness consultation and directs the operational area’s progress, making timely decisions for oversight of projects, assignments, or special initiatives.
  • Facilitates and implements appropriate effective meetings and activities to meet organizational quality and performance goals.
  • Provides feedback and makes recommendations on division or agency initiatives and projects requiring improvement.
  • Represents the agency at business meetings, hearings, trials, legislative sessions, conferences, and seminars or on boards, panels, and committees.
  • Represents or assigns representative in ITS operational area in providing input and consultation related to area of expertise to determine division and agency impact of proposed legislation.
  • Oversees the review process of project deliverables, open records requests, and state required reports, such as the Information Resources Deployment Review (IRDR).
  • Reviews and approves management, productivity, and financial reports and studies.
  • Performs needs assessments and implements new processes or directives within the ITS division program.
  • Demonstrates advanced writing skills in producing and developing reports, presentations, status documents, and instructions.
  • Develops presentations and other documents as required for reporting DFPS ITS activities and statuses to division and agency leadership.
  • Reviews results of special investigations, internal audits, research studies, forecasts, and modeling exercises to provide direction and guidance.
  • Plans, directs, and guides coordinated division response to internal and external audits, research studies, and agency initiatives ensuring compliance and quality control measures are adhered to throughout the lifecycle.
  • Develops and leads training initiatives related to the division’s goals, audit findings and agency or division initiatives.
  • May develop and oversee the implementation of long-range and short-term plans.
  • Establishes and maintains robust long-range and short-term plans, adopting best practices aligned with the agency’s goals and objectives.
  • Participates in strategic planning activities related to area of operational expertise; provides consultation to ITS leadership, as requested.
  • Supervises the work of others.
  • Directs the day-to-day activities of assigned operational staff; hires, manages and provides guidance and professional development.
  • Provides direct reports with work assignments, direction and information on responsibilities and work performance standards.
  • Develops work performance plans and conducts performance evaluations at least annually, managing necessary performance issues, training requirements, coaching, and goal setting.
  • Performs related work as assigned.
