About The Position

The Director of Infrastructure Management is a mission-critical leadership role that serves as a foundational pillar of NYCHA's IT operations. This position provides both strategic oversight and hands-on technical leadership across NYCHA's core infrastructure domains. The Director ensures that NYCHA's hybrid environment which spans two physical data centers and two major cloud hyperscalers (e.g., OCI, Azure) remains resilient, secure, scalable, and aligned with the agency's business needs. This role directly supports mission-critical applications that power housing operations, tenant services, maintenance workflows, financial transactions, and executive reporting. Without this leadership, NYCHA would face increased risk of outages, compliance vulnerabilities, extended recovery times, and delays in modernization.

Requirements

  • A baccalaureate degree from an accredited college including or supplemented by 24 credits in the field of voice and/or data telecommunications or in a pertinent scientific, technical, electronic or related area, and four years of satisfactory fulltime experience in the performance of analytical, planning, operational, technical, or administrative duties in a voice and/or data telecommunications or closely related electronics planning, management, and/or service organization, one year of which must have been in a highly specialized capacity and 18 months must have been in an executive, managerial, or administrative capacity or in the supervision of staff performing work in the voice and/or data telecommunications field.
  • An associate degree from an accredited college including or supplemented by 12 credits in the field of voice and/or data telecommunications or in a pertinent, scientific, technical, electronic or related area and five years of experience as described in '1' above.
  • Education and/or experience equivalent to '1' above. However, all candidates must have at least a four-year high school diploma or its educational equivalent and one year of the specialized experience as described in '1' above and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in '1' above.

Nice To Haves

  • Bachelor's degree from an accredited institution in Information Technology, Computer Science, Engineering, or a related field. A master's degree is preferred.
  • At least 7+ years of progressive IT infrastructure management experience, including 3+ years in a senior leadership capacity.
  • Proven track record managing hybrid infrastructure environments (data centers + cloud hyperscalers).
  • Experience overseeing enterprise platforms (e.g., Microsoft 365, identity & access management, databases).
  • Demonstrated success in incident management and disaster recovery leadership.
  • Strong knowledge of infrastructure security, compliance requirements, and IT service continuity planning.
  • Excellent leadership, communication, and stakeholder management skills.

Responsibilities

  • Provide strategic direction and operational leadership for NYCHA's hybrid infrastructure, including data centers, cloud environments, and virtualization platforms.
  • Oversee the management and performance of hundreds of production and test servers, storage systems, and storage networks.
  • Ensure the security, uptime, and scalability of server and end-user computing environments.
  • Direct and optimize enterprise platforms such as Microsoft 365, database infrastructure, and identity and access management systems.
  • Lead disaster recovery planning and execution, serving as the primary escalation point for major infrastructure incidents.
  • Partner with cybersecurity, application development, and enterprise architecture teams to align infrastructure strategies with enterprise goals.
  • Develop and manage budgets, forecasts, procurement, and contracts for infrastructure systems and services.
  • Drive infrastructure modernization initiatives, ensuring NYCHA remains compliant, secure, and positioned for innovation.
  • Advise senior leadership and the Board on infrastructure risks, policies, and strategic investments.
