About The Position

The Director of Infrastructure is responsible for managing and maintaining the City's buildings and properties. Provides professional project management services in one or more functional areas of responsibility such as construction related projects and City facility repairs. Provides support to other planning and project-related functions within the department and organization. Oversee and direct comprehensive facility and maintenance programs to include buildings, parks/grounds, and support systems within the city.

Requirements

  • Degree: Bachelor's in Engineering, Facilities Management, Public Administration, Business Admin, or related field.
  • Must possess project management experience.
  • Experience: A minimum of 5 years in maintenance with specialized knowledge in areas such as HVAC, electrical systems, plumbing and Florida Building Codes required.
  • A minimum of 5 years in a management role required with project management experience.
  • Special Certifications and Licenses: Requires a Class "E" driver's license valid in the State of Florida.

Responsibilities

  • Prepare, manage and ensure budgetary compliance with operations & CIP budgets for the department.
  • Oversee the maintenance and operations of all facilities, ensuring they are safe, functional, and compliant with health and safety regulations.
  • Plan and coordinate installations, refurbishments and repairs, managing budgets and timelines effectively.
  • Prepare memorandums, obtain price quotes from vendors, complete contract review in conjunction with Purchasing and Legal departments.
  • Follow through with execution and deliverance of documents, carry project forward through close-out.
  • Establish and enforce policies and procedures for the department to enhance operational efficiency.
  • Maintain records for compliance.
  • Direct the construction, management, and maintenance of the department's physical resources for City facilities.
  • Oversight of programs as required to maintain facilities and properties.
  • Establish priorities, policies and procedures to ensure acceptable level of maintenance and repair.
  • Oversee capital improvement projects for all City facilities and City properties.
  • Review construction projects.
  • Assist with design for facilities.
  • Attend various project meetings, constructions meetings, and Commission meetings as needed.
  • Provide technical assistance and coordinate work with other city departments and divisions.
  • Establish and manage the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommend and administer policies and procedures.
  • Establish and maintain partnerships and effective working relationships with other departments, agencies, community groups, and professional organizations.
  • Collaborate with parties to maximize resources and settle disputes between the department and other parties.
  • Establish, within City policy, appropriate service and staffing levels.
  • Establish departmental and capital projects budget.
  • Monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures and allocate resources accordingly.
  • Assess and monitor workload, administrative and support systems, and internal reporting relationships, identify opportunities for improvement; direct and implement changes.
  • Supervise, direct, motivate, and evaluate staff.
  • Instruct, assign and review work; maintain standards through the effective coordination of activities.
  • Conduct performance evaluations.
  • Advise the City Manager and City Commission on special projects and programs.
  • Complete agenda packets for Commission approval of projects.
  • Meet with citizens and constituents' groups on behalf of the elected officials and City Manager.
  • Prepare and present information as required to various groups to include the City Commission, the public, and City employees.
  • Build effective working relationships with elected officials, city leaders, department heads, and other City staff.
  • Working knowledge of electrical and HVAC systems.
  • Ability to oversee and manage multiple projects concurrently.
  • Performs other duties as assigned.
