About The Position

The Director of Human Resources is responsible for leading and overseeing all human resources functions across the Park District. This position provides strategic direction and ensures legal compliance in employment practices, organizational policy, compensation, employee development, and workforce planning. The Director develops and implements HR systems and policies that support operational excellence, employee engagement, and long-term organizational goals. The Director of HR will also oversee key operational areas including part-time and seasonal hiring processes, full-time recruitment, intern and volunteer programs, employee training programs, employee engagement initiatives, performance evaluation systems, and the handling of employee relations issues and grievances.

Requirements

  • Bachelor's degree in Human Resources, Public Administration, Business Administration, or a related field.
  • Minimum of 7 years of professional HR experience.
  • Minimum of 4-5 years of experience supervising HR staff or leading an HR department.
  • Proficient in a Human Resource Information System (HRIS), preferably Paycom.
  • HR certification such as SHRM-CP, SHRM-SCP, PHR, or SPHR preferred.
  • Demonstrated ability to lead projects and influence organizational change.
  • Excellent communication, judgment, and interpersonal skills.
  • Experience working in unionized environments or supporting labor negotiations is a plus.
  • Proficiency in Microsoft Office and Microsoft 365 applications.
  • Valid driver's license with clean driving record.

Responsibilities

  • Lead and oversee all human resources functions across the Park District.
  • Provide strategic direction and ensure legal compliance in employment practices.
  • Develop and implement HR systems and policies that support operational excellence.
  • Oversee part-time and seasonal hiring processes.
  • Manage full-time recruitment, intern and volunteer programs.
  • Implement employee training programs and engagement initiatives.
  • Handle employee relations issues and grievances.
  • Ensure compliance with personnel-related laws and requirements.
  • Oversee the development and implementation of employee policies and handbooks.
  • Provide high-level HR guidance to leadership on organizational structure and staff relations.
  • Lead the annual review and administration of the Park District's wage and salary program.
  • Guide long-term staffing strategy in collaboration with leadership.
  • Oversee HRIS administration and ensure accurate employee data.
  • Evaluate and negotiate benefits offerings.
  • Promote professional development within the HR team.
  • Guide succession planning and talent pipeline development.
  • Travel to Park District parks and facilities as required.
