The Director of Human Resource Management for the City of Portsmouth is a pivotal role that provides overall leadership and strategic direction for managing municipal human resources and development programs. This position is responsible for developing and administering programs and systems that support and promote high-performance strategies to meet the organizational needs, vision, and values of the city. As an appointed position, the Director serves at the pleasure of the City Manager and reports directly to the Deputy City Manager or their designee. In this role, the Director will develop goals, objectives, policies, and procedures for human resource management operations in consultation with city management, elected or appointed officials, department heads, and departmental staff. The Director ensures that human resource management processes are efficient and fair, and that policies and procedures are communicated effectively across all levels of the organization. A key focus will be on strengthening the City's diversity, equity, and inclusion initiatives, ensuring that these values are integrated into all human resource programs. The Director will oversee the administration of total compensation programs, manage employee development initiatives, and ensure effective employee relations. This includes overseeing training and development, performance management, and organizational development, while providing consultation to senior staff on enhancing employee performance and motivation. The role also involves budget preparation and monitoring, succession planning, and managing employee and labor relations. Additionally, the Director will develop proposals and reports on human resource management issues, present recommendations to City Management, and ensure compliance with federal, state, and city laws. The position requires advising and consulting with various stakeholders on human resources policies and procedures, and intervening in sensitive human resource matters to achieve resolution and long-term solutions. The Director will also be responsible for maintaining high standards of accuracy and quality in all aspects of the role, ensuring that the human resources department operates effectively and efficiently to meet the needs of the city.
