About The Position

The Director of Hospital and Acute Care Finance (Director VI) serves as a leader within the Provider Finance department at HHSC, overseeing the acute care, hospitals, local funds and payments teams while working to achieve organizational objectives. This position performs managerial work, provides direction in strategic operations and planning. Key duties include developing operational standards, responding to legislative inquiries, participating/responding to legislative requests, and guiding strategic communication efforts. The Director is also responsible for establishing requirements and processes for local funds reporting, supplemental payments, overseeing calculations for supplemental and directed payments, and setting Medicaid and non-Medicaid rates. Additional responsibilities involve drafting and submitting directed payment program preprints, IGT reconciliations, ensuring compliance with Texas Administrative Code rules, leading State Plan Amendment submissions and approvals related to reimburse, coordinating with other areas of the agency, and actively engaging with stakeholders to foster collaboration and address concerns.

Requirements

  • Comprehensive understanding of financial reporting, payment processes, rate calculations (including both Medicaid and non-Medicaid rates), and supplemental payment structures relevant to hospital and acute care finance. In-depth familiarity with Texas Administrative Code rules and State Plan Amendment protocols, as well as program evaluation and assessment methodologies.
  • Strong critical thinking and problem-solving skills for resolving complex issues and making informed decisions. Excellent communication skills for clear and professional interaction with internal and external stakeholders. Advanced skills in coordinating business functions, building consensus across teams, and engaging effectively with providers, legislators, and community partners.
  • Ability to operate independently with a high degree of autonomy and initiative.
  • Ability to supervise and lead departmental teams, maintain regulatory compliance, and foster productive relationships with diverse stakeholders.
  • Ability to assess and improve program activities for optimal effectiveness.
  • Bachelor's degree, experience may be substituted for education on a year-for-year basis in the following: finance, business, accounting, or other payment or reimbursement related field.
  • Five years’ experience working in hospital or acute care finance or local funding and at least 5 years of supervisory experience with senior-level staff.
