About The Position

The Director of Health Clinics is a member of the senior executive leadership team of the Colville Tribal Health Care Authority (CTHCA). The position oversees the operations of two of the four health clinics under the CTHCA. The incumbent is responsible for ensuring their assigned clinics provide responsive, high quality health care services that meet the needs of all users in a non-discriminatory, confidential, compassionate, and professional atmosphere. Overseeing the daily operations, clinical services, staff management, and financial performance of a medical facility are key functions of the position. The Director of Health Clinics will perform their duties in a professional manner while assuring that all the needs of the patients and team members are met with a pleasant demeanor.

Requirements

  • Bachelor’s degree in Healthcare Administration, Public Health, Business Administration, or a related field from an accredited college or university is required.
  • Minimum of ten (10) years of progressive experience in healthcare or public-sector experience that reflects at least five (5) years of executive or senior leadership experience in healthcare or public-sector health systems.
  • Strong knowledge of healthcare finance, reimbursement, and regulatory compliance.
  • Proven ability to work effectively with governing boards and diverse stakeholders.
  • Experience with population health, prevention, and chronic disease management programs.
  • Experience working with Native American and rural communities with low-income and underprivileged populations.
  • Comprehensive understanding of the industry including risk management, compliance, and regulatory requirements.
  • Knowledge of AAAHC
  • Must be able to read, interpret, and convey financial information, have experience with multiple budgets, and oversight of multi-million dollar budgets.
  • Experience negotiating agreements, contracts, and cooperative agreements with Tribal programs, Federal, State, and local government agencies.
  • Well-developed human relation skills to convey technical concepts to others, to deal with sensitive and confidential information, to give instructions and training, and to facilitate training and discussions in individual and group settings.
  • Ability to communicate technical information and to interact with a wide variety of groups and individuals inside and outside the organization.
  • Ability to plan, organize, and prioritize work processes in a high-volume environment in order to meet schedules and timelines.
  • Ability to analyze data from multiple information ports by comparing and contrasting data to draw a conclusion or to identify trends.
  • Ability to communicate professionally in written, verbal, and non-verbal format while portraying a friendly tone, word choice, and body language.
  • Ability to handle sensitive information with discretion and maintain confidentiality.
  • Advanced proficiency in MS Office (Word, Excel, Outlook, PowerPoint) and Google mail platform.
  • Must have valid driver’s license.
  • Must be able to pass a thorough background screening.
  • This position is Safety Sensitive and may be subject to a drug testing.

Responsibilities

  • Implements direction and policy established by the BOD and Chief Executive Officer.
  • Maintain knowledge of the industry and make recommendations to the Chief Executive Officer.
  • Maintain BOD compliance with Articles and By-laws.
  • Oversees the financial activities of the clinic which includes monitoring budgets and reporting financial information and other crucial information as appropriate or required.
  • Ensure contract/grant compliance and reporting requirements are met and are in accordance with terms and conditions of the agreement.
  • Collaborates with other tribal programs for coordination of programmatic services, functions, and service delivery of contract/grant operations.
  • Provide conflict resolution, employee and patient complaint investigation and provide appropriate action for operations personnel.
  • Provides technical support and assistance in the management of all the operations of the clinic to ensure all directives, policies and procedures are followed.
  • Administers establishing short- and long-range planning, activities, and priorities for the clinic consistent with direction and policy.
  • Evaluating results of planned activities in accordance with defined goals, objectives, and tasks and give feedback.
  • Sets up networking programs and working agreements with local, state, and federal agencies.
  • Participates in quality improvement processes and implements, evaluates, and maintains QI activities for the medical site.
  • Provides staff training and employee tracking of job competencies; provides appropriate staff development, prepares evaluations; mentors and coaches staff on performance.
  • Work in coordination with Medical Director and Clinic Directors to ensure excellent patient care and access and collaborates regularly regarding provider scheduling and performance.
  • Ensure confidential handling of sensitive team member information in line with data protection policies and laws.
  • Ensure compliance with applicable legislation, laws, codes, regulations, funding requirements, accreditation requirements, collective agreements, and organizational policies and procedures.
