About The Position

The Director of Fiscal Services provides leadership and management of the district’s fiscal operations, ensuring sound financial planning, reporting, and internal controls. This role develops and oversees budgets, manages accounting and payroll functions, coordinates audits, and supports district leadership and the Board of Trustees with financial analysis and recommendations. The Director fosters transparency, compliance with state and federal regulations, and strategic resource allocation to support student achievement.

Requirements

  • Bachelor’s degree in accounting, finance, business administration, public administration, or related field; Master’s degree or CPA preferred
  • Minimum of five years of progressive experience in public sector accounting, school district finance, or a comparable governmental environment; experience supervising professional staff
  • Strong knowledge of governmental fund accounting, GASB standards, state school finance, and budgeting practices
  • Proficiency with financial systems, accounting software, Microsoft Excel, and reporting tools; experience with school district financial systems preferred
  • Demonstrated ability to prepare clear financial reports, present to boards and stakeholders, and translate complex financial information for non-financial audiences
  • Exceptional analytical, organizational, and problem-solving skills with strong attention to detail
  • Excellent communication and interpersonal skills; ability to build collaborative relationships across departments and with external partners
  • High ethical standards, commitment to confidentiality, and dedication to public accountability
  • Valid California driver’s license and ability to travel between district sites as required

Responsibilities

  • Lead development, implementation, and monitoring of the district’s annual budget and multi-year projections in collaboration with site and program administrators
  • Oversee all accounting functions including general ledger, accounts payable, accounts receivable, and payroll to ensure accurate and timely processing
  • Prepare and present regular financial reports to the superintendent, cabinet, and Board of Trustees, including budget-to-actual analyses and fund balance updates
  • Coordinate annual independent financial audit and single audit; prepare required schedules and respond to auditor inquiries
  • Ensure compliance with California Education Code, Governmental Accounting Standards, reporting requirements, and grant regulations
  • Supervise, mentor, and evaluate fiscal services staff; establish work priorities, provide training, and promote professional growth
  • Develop and maintain internal control procedures to safeguard district assets and reduce financial risk
  • Manage cash flow, investments, and debt service activities in accordance with district policy and statutory requirements
  • Support procurement processes, contracts, and vendor management to ensure cost-effective purchasing and contract compliance
  • Collaborate with business services, human resources, and educational leaders to align fiscal strategy with district goals and collective bargaining obligations
  • Lead fiscal analysis for bond measures, parcel taxes, grants, and special funding initiatives as needed
  • Serve as a key participant in strategic planning, providing financial modeling, scenario analyses, and recommendations to support decision-making
