About The Position

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters! The Director of Field Services reports to the Chief Deputy Secretary of DAC's Division of Community Supervision. Position is responsible for the supervision of the Judicial Division Directors and the Chief of Special Enforcement as it pertains to operations within the section. The section consists of over 2000 employees, primarily certified Probation/Parole Officers and associated support and supervisory staff. Position is responsible for statewide development, implementation, analysis and on-going evaluation of field operations and offender supervision, special operations, quality assurance, and strategic planning. Position oversees the implementation and use of evidence-based practices and justice reinvestment as it pertains to Community Supervision Position provides oversight related to a wide variety of policies pertaining to offender supervision, officer safety, public safety, program services, and special operations. Position provides oversight for the Judicial Division Directors, giving direction in operational decisions for field operations and ensuring that public safety, officer safety, and successful offender compliance remain the central issue. Position will carry out the duties of the Chief Deputy Secretary in his/her absence for matters within the scope of this position. Position will work closely as a part of the senior leadership team with the Director of Operations and Director of Administration and will represent Community Supervision at various committee and counsel meetings. Position will respond to inquiries from the governor’s office, general assembly staff, legislators, judges, DAC secretary’s office, and management within the section. Position must have extensive knowledge of state policy and procedures, and federal and state laws that impact Community Supervision operations. Position must have knowledge of personnel-related federal and state laws as well as state and department policy and procedures. Position must be able to establish and maintain effective working relationships with a variety of stakeholders to include court officials, the general public, management, and staff. Must be skilled at effective communication, both verbally and in writing, conducting presentations, public speaking, and conducting meetings. Position provides the Chief Deputy Secretary with considerable input in the development and implementation of department strategic goals and objectives related to the department’s mission, analyzing department results and providing recommendations on how to improve results and service delivery. Position will Identify operational problems and develop solutions; leading and directing special operational and organizational studies/projects as needed. Position oversees the DCS Emergency Response team, adjusting work assignments and schedules of executive and field staff in the event of an emergency to oversee emergency preparedness, response, and recovery activities as assigned; collaborates with Special Operations and Intelligence Unit in the event of natural disaster and deployment of staff. Position is located in an office setting with administrative staff, with the option for some telework; position is not home-as-duty station. The nature of this position will require travel in rural and urban areas. The position holder must have the ability to travel overnight occasionally and operate a motor vehicle to cover a large area. Position holder must be eligible for state vehicle assignment. This position description is not all-inclusive and supervisor may delegate and assign other duties to position as needed.

Requirements

  • Thorough knowledge of state policy and legal requirements that impact Division operations including the Interstate Compact Act and the N.C. General Statutes
  • Thorough knowledge of the objectives and organizational structure of Community Supervision positions, programs, and operations
  • Considerable knowledge of governmental processes including knowledge of court operations, budgeting and personnel procedures
  • Demonstrated ability and experience delivering clear and effective oral and written communication, including public speaking; experience leading meetings.
  • Demonstrated experience developing strategic plans, delegating work and resources effectively
  • Bachelor’s degree in Criminal Justice, Public Administration, Human Services, or related work from an appropriately accredited institution and five year of experience as a consultative Senior Division of Community Correction Program Administrator; or two years of experience as a Judicial District Manager or higher; or an equivalent combination of education and experience.
  • Must be eligible for state vehicle assignment.
