About The Position

As the Director of Elevator Witnessing & Testing at DeSimone Consulting Engineering, you’ll lead the development of our third-party elevator witnessing and testing practice in New York City. This role requires a NYC DOB-licensed Elevator Agency Director who will serve as the Director in Responsible Charge, ensuring regulatory compliance, technical oversight, and program growth. You’ll establish operational standards, manage inspections, and build a high-performing team while supporting our Vertical Transportation consulting practice.

Requirements

• Proven leadership in elevator inspection, testing, or witnessing within NYC.
• Strong knowledge of DOB regulations, compliance management, and documentation standards.
• Ability to build and manage a team while ensuring operational excellence.
• Excellent communication and organizational skills.
• Active NYC DOB Elevator Agency Director License.
• QEI – Qualified Elevator Inspector certification (must have license, requires annual renewal and ability to meet renewal requirements).
• OSHA 30-Hour General Industry Certification.
• Eligible to act as Director in Responsible Charge for a DOB-registered elevator agency.
• Practical application experience in elevator modernization and maintenance.
• No degree required; High School Diploma or GED equivalent accepted.
• Extensive knowledge of NYC DOB elevator codes and compliance requirements.
• Strong documentation and QAQC management skills.
• Ability to manage DOB audits, enforcement actions, and corrective orders.
• Excellent interpersonal, problem-solving, and leadership skills.

Responsibilities

• Serve as Director in Responsible Charge under NYC DOB rules.
• Register and maintain the elevator agency in DOB NOW.
• Oversee CAT 1, CAT 3, and CAT 5 witnessing and periodic inspections.
• Review, approve, and sign all inspection and testing reports prior to DOB submission.
• Ensure compliance with DOB notification deadlines and defect correction requirements.
• Develop and implement SOPs, QAQC protocols, and documentation standards.
• Supervise licensed elevator inspectors.
• Collaborate with owners, contractors, and DOB representatives as needed.
• Support DeSimone’s VT consulting practice while maintaining regulatory separation.
