About The Position

Tosoh Quartz Inc. is a critical supplier of high‑purity quartz products used in contamination‑sensitive semiconductor manufacturing. Our materials support advanced device fabrication where precision, consistency, and discipline are essential. Quality, safety, and environmental stewardship are integral to how we operate and core business expectations. The Director of Safety, Health, Environment & Quality (SHEQ) is the senior site authority accountable for product quality, regulatory compliance, employee safety, and customer confidence at Tosoh Quartz Inc.’s Portland manufacturing operation. This senior leadership role reports to the President and owns the end‑to‑end Quality and EHS management system, consolidating leadership for both disciplines under a single, accountable framework. The Director is responsible for stabilizing, integrating, and elevating Quality and EHS performance to meet semiconductor‑industry expectations, restore and sustain strong audit outcomes, and ensure disciplined execution across all operations. Success in this role is measured by audit performance, system rigor, safety outcomes, and sustained customer confidence.

Requirements

  • Bachelor’s degree in Industrial Engineering, Chemistry, or a related technical discipline
  • 10+ years of progressive leadership experience in Quality and/or EHS within: Semiconductor manufacturing, or Semiconductor materials, ceramics, quartz, or other high‑purity manufacturing environments
  • Demonstrated executive ownership of ISO 9001, ISO 14001, and ISO 45001 systems
  • Proven leadership of customer audits, ISO certifications, and regulatory inspections
  • Deep technical grounding in SPC, metrology, calibration, inspection systems, and corrective action programs

Nice To Haves

  • Experience with semiconductor IDM and equipment supplier audit expectations
  • Professional certifications such as ISO Lead Auditor, CSP, CIH, or CHMM
  • Track record of rebuilding or integrating underperforming Quality and/or EHS organizations
  • Familiarity with Japanese business practices and culture

Responsibilities

  • Serve as the single point of accountability for Quality and EHS at the site
  • Architect, implement, and continuously mature an integrated management system aligned with: ISO 9001 (Quality) ISO 14001 (Environmental) ISO 45001 (Health & Safety)
  • Ensure systems are operationally embedded, not administratively driven
  • Act as final decision authority on: Quality risk acceptance and product release Environmental, health, and safety escalation Customer and regulatory commitments
  • Executive owner for all: Customer quality audits (IDMs, OEMs, equipment suppliers) ISO certification and surveillance audits Regulatory inspections (OSHA, environmental agencies, local authorities)
  • Maintain continuous audit readiness through disciplined internal audit programs
  • Personally review and approve: Audit responses Root cause analyses Corrective and preventive action plans
  • Represent Tosoh Quartz as the senior leader during customer, certification, and regulatory engagements
  • Own quality performance from incoming material through final shipment
  • Ensure effectiveness of: Incoming, in‑process, and final inspection systems Statistical Process Control (SPC) Metrology, calibration, and Gauge R&R programs
  • Enforce disciplined execution of: Nonconformance and deviation management Change control (internal and customer‑required) Failure analysis and FRACAS processes
  • Lead customer quality escalations and participate in Quality Business Reviews
  • Partner with Operations and Engineering to improve yield stability, reduce excursions, and strengthen process robustness
  • Own the site Corrective and Preventive Action system
  • Ensure rigorous, data‑driven root cause analysis and durable corrective actions
  • Apply structured improvement methodologies, including: SPC, FMEA, DOE 8D and structured problem solving Process mapping, visual management, and mistake‑proofing
  • Benchmark systems and outcomes against customer requirements and industry best practices
  • Assess and elevate EHS system maturity across the organization
  • Ensure full regulatory compliance across workplace safety and environmental permits
  • Lead serious incident and near‑miss investigations with executive‑level rigor
  • Establish and manage leading and lagging EHS performance indicators
  • Drive a safety culture aligned with chemical processing, high‑temperature operations, and advanced manufacturing risks
  • Lead and develop a multidisciplinary SHEQ organization (~19 professionals)
  • Provide direct leadership to managers and senior technical staff
  • Oversee hiring, development, performance management, and succession planning
  • Set clear expectations and address performance issues decisively
  • Build a culture where Quality and Safety are operational imperatives with executive authority
  • Report directly to the President with clear metrics, risk visibility, and early escalation
  • Serve as Tosoh Quartz’s senior Quality and EHS representative with customers and partners
  • Interface with Tosoh corporate Quality, Compliance, and EHS leadership
  • Translate corporate standards into effective, site‑level execution
