About The Position

The overall objective of the Director of Economic Development is to organize and direct programs in order to attract, retain, or expand commercial/industrial enterprise in and about Dauphin County. An employee in this position collaborates with local and regional government in promoting and brokering new or expanded industry. They represent the County at regional conferences and consortia, and in meetings with proprietors, managers, and their agents. The incumbent plans, oversees, packages, and presents to interested person the findings of pertinent research. An employee in this position reports to the County Commissioners.

Requirements

  • Graduation from an accredited college or university with major coursework in Economics, Business Management, Financial or Statistical Analysis, Regional Planning, Political Science, Public Administration, Law, or a closely related field.
  • 10 years' experience in industrial planning, regional planning, economic development, or a related field.
  • General knowledge of the operations of the department.
  • Writing and typing skills.
  • Basic knowledge of the Oracle Administration system, Microsoft Office, including Word, Excel, Access, Power Point, Outlook and Publisher.
  • Knowledge of principles of administration and supervision
  • Knowledge of modem budgetary practice and cost accounting.
  • Knowledge of public commercial credit markets.
  • Knowledge of principles of statistical analysis and interpretation.
  • Knowledge of commercial/industrial history of Dauphin County and contiguous areas.
  • Knowledge of basic principles of regional and economic planning.
  • Knowledge of topography, geography, and zoning of Dauphin County.
  • Knowledge of procedures and protocols of commercial real-estate brokers; insurance carriers; and financial service institutions.
  • Knowledge of regional labor profile.
  • Knowledge of principles of and practices of public relations.
  • Knowledge of pertinent Federal, State and County legislation and regulations, entitlements and abatements.
  • Skill in coordinating a diverse agenda of complementary tasks.
  • Ability to communicate clearly, orally and in writing.
  • Ability to understand and interpret complex narrative and analytical texts.
  • Ability to exercise independent judgment, within stipulated bounds.
  • Ability to establish effective work relationships with County superiors; other elected and appointed officials; proprietors and managers; attorneys; real-estate agents, and financial planners; students; and other interested parties.
  • Knowledge of Microsoft Office, including Word, Excel, Access, Power Point, Outlook and Publisher.
  • Prepares "Regional Report" newsletter for database of 6,000.
  • Must successfully pass all required background checks and clearances.

Nice To Haves

  • A Juris Doctor (J.D.), Master’s in Public Administration (MPA), or related advanced degree is preferred but not required.

Responsibilities

  • Prepares Department's mission statement and annual Team Pennsylvania Calling Program plans; identifies and elucidates County economic development strategy.
  • Prepares and narrates annual budget for Economic Development (DCED) and Dauphin County Industrial Development Authority (DCIDA).
  • Consults with Assistant Director in Administration of DCIDA/Economic Development Corporation (EDC) and Mortgage Program.
  • Oversees DC IDA/EDC investments according to pertinent laws and policies.
  • Organizes and coordinates all activities for the County Industrial Development Authority and Economic Development Corporation.
  • Represents County Commissioners on the DCIDA/EDC staff and serves as Executive Director. Also chairs the South-Central Team PA Corporation and sits on Harrisburg Downtown Improvement District Board and the Steelton Economic Development Corporation board.
  • Represents County Commissioners on the DCRDA/ DCLBA staff and serves as the Executive Director.
  • Represents the County Commissioners on the Affordable Housing Trust Fund Board staff and serves as Executive Director.
  • Represents the County Commissioners on the Dauphin County Hospital Authority staff and serves as the Executive Director.
  • Coordinates planning and development with the Capital Region Economic Development Corporation (CREDC) staff and Executive Committee
  • Prepares and maintains technical services/loan-packaging contract between DCED and the county.
  • Assists CREDC in assembling comprehensive inventory of available sites and buildings.
  • Advises CREDC in marketing sites and services.
  • Meets formally and informally with local and regional professionals, proprietors, and managers to research and present DCED programs.
  • Schedules and expedites business related public presentations and appearances by the County Commissioners.
  • Oversees and implements business calls in the County and staff’s programs- since 1998, over 2,000 contacts have been performed.
  • Attends meetings, training, seminars, etc. as required.
  • Represents County on various Boards and Authorities.
  • Performs other job-related duties as required.
  • Acts as liaison to regional developers and other interested persons; establishes volunteer advisory committee.
  • Develops and manages loan-packaging program (including business-plan, marketing and site selection); assists in lender negotiations.
  • Screens applicants for sponsored loans.
  • Administers Industrial Development Revenue Bond issues.
  • Acts as a liaison with private and other public agencies concerned with economic development.
  • Advises clients on land acquisition, market potential, and financial planning and support.
  • Supervises staff of 10 in areas of economic development, affordable housing, CDBG, and HOME
  • Selects, assigns, instructs, oversees, and evaluates student interns.
  • Purchases and inventories capital and consumable equipment and supplies.
