About The Position

The Illinois Department of Early Childhood (IDEC) is seeking a Director of Data Management. Under the general direction of the Chief Data Officer, the Director of Data Management for the Illinois Department of Early Childhood (IDEC) leads the design, integration, and stewardship of statewide early childhood data. The role drives the development of data rules, quality standards, and user‑centered policies; oversees data integration across multiple early childhood systems; and ensures compliance with state and federal requirements. The Director manages complex data pipelines, maintains master data and reporting environments, and supports the continued growth of the IDEC Data Hub. Serving as a key liaison across programs, the Director coordinates responses to data requests, delivers actionable insights to improve program performance, and strengthens IDEC’s overall data governance and operational excellence through best‑practice data management, modeling, and collaboration. Requirements

  • Requires knowledge, skill and mental development equivalent to completion of a bachelor’s degree in information science, data analytics, statistics, mathematics or a related field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in the field of data management for a public or business organization.
  • Requires a criminal history check through the Illinois State Police.
  • Requires the ability to use state issued equipment, such as a cell phone or laptop.
  • Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This requires the ability to work evenings and weekends.
  • Requires ability to travel in the performance of duties, with overnight stays as appropriate. Requires appropriate, valid driver’s license.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest.

Nice To Haves

  • Four (4) years of experience designing and developing integrative procedures of highly complex statewide data from early childhood systems.
  • Three (3) years of experience developing, designing, and conducting data integration and management solutions of multiple disparate statewide data sources.
  • Three (3) years of experience maintaining and developing data informatics reports and dashboards on early childhood data quality, governance, and overall management.
  • Two (2) years of experience providing technical assistance and administrative support for data management teams.
  • Two (2) years of experience serving as a data management liaison between multiple program areas.

Responsibilities

  • Under general direction from the Chief Data Officer, serves as the Director of Data Management for the Illinois Department of Early Childhood (IDEC).
  • Develops, designs, and conducts data integration and management solutions of multiple data sources from early childhood systems.
  • Applies data management best practices in combination with data technology to assist in the implementation of the IDEC vision and standard operating procedures.
  • Serves as a full line supervisor.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
