Reporting into the VP of Operations, this role provides strategic vision and oversight for FWM compliance operations, OneSite system functionality and reporting deliverables. This position partners with FWM leadership and other key stakeholders to develop and implement compliance, audit and OneSite strategies, as well as compliance best practices for the organization.

  • Collaborates as a member of a cross-functional FWM team to understand operational workflow, staff competency needs and standard operating procedures.
  • Developing and presenting management-level reporting for FWM senior staff, key stakeholders and government agencies.
  • Maintain a technical understanding of compliance requirements for various affordable housing programs.
  • Corporate liaison for OneSite account management issues, functionality issues, user modules and product customizations.
  • Write Tenant Selection Plans for new developments and conduct annual reviews of current Tenant Selection Plans.
  • Oversee the draft of the initial Affirmative Fair Housing Marketing Plans (AFHMPs) for new developments.
  • Oversee the roll-out of the annual income/rent limit changes.
  • Manage the annual utility allowance analysis for properties that utilize an average UA.
  • Oversee the monthly HAP submission for properties with Section 8 contracts.
  • Evaluate the performance of compliance direct reports and conduct annual performance reviews.
  • Oversee timely submission of reports to investors, owners, state and federal monitoring agencies.
  • Coordinate Compliance training of site and compliance personnel.
  • Coordinate file audits by state and federal agencies, investors, owners, and their agents.
  • Plan and monitor continuing education programs for all compliance personnel.
  • Develop and maintain open lines of communication with accounting and property management personnel.
  • Promote and maintain a positive working relationship within the corporate and regional offices.
  • Assist in Agency and Investor annual reporting and conduct necessary research to prepare responses.
  • Implement or coordinate implementation of all policies and procedures as outlined in the procedures manual.
  • Effectively lead and develop a team with members dispersed across multiple geographic locations.
  • Conduct debriefing analysis after major projects to evaluate current processes.
  • Travel responsibilities are minimal for company trainings, events or meetings, and is less than 5% per year.
  • Various ad hoc projects and miscellaneous reporting as requested by the VP of Operations or other Executive leadership.
  • Bachelor’s Degree in related field and/or 7+ years experience in affordable housing compliance, training curriculum development, property management software, multi-family property management or related experience.
  • Specialty certification preferred, like HCCP, COS or CPM.
  • Section 42 Tax Credit, Rural Development or HUD Project-Based Certification.
  • Knowledge of Section 42 Tax Credit, Rural Development or HUD Project-Based compliance requirements.
  • Knowledge of OneSite/RealPage property management software required.
  • Training, teambuilding, presentation and facilitation skills required.
  • Computer efficiency with email, electronic word processing and spreadsheet applications.
  • Advanced verbal/written/listening communication skills.
  • Supervisory (Mentoring, coaching, development and performance management skills) – Advanced.
  • Advanced networking, relationship building, conflict resolution and influencing skills.
  • Advanced organizational, project management and time management skills.
  • Strong attention to detail with proven experience analyzing contract and key compliance documents.
  • Proven experience with team management and supervisory skills.
  • Ability to work under pressure and problem solve.
