About The Position

Join our dynamic team as the Director of Community Planning and Building, where you'll lead and oversee the operations, services, and staff. You will play a crucial role in directing land use and development programs throughout the City, ensuring compliance with the Virginia Uniform Statewide Building Code (USBC), and providing expert guidance on planning and community development issues.

Requirements

  • Master’s degree in urban planning or a related field.
  • Ten (10) years of progressively responsible experience in managing planning, community development, and land use programs, or equivalent education and experience.
  • Strong knowledge of urban planning principles and land use regulations.
  • Ability to develop and implement long-range plans and policies.
  • Excellent communication, leadership and public presentation skills.
  • Proficiency in data analysis and strategic planning.
  • Ability to manage multiple priorities and make impactful decisions.

Nice To Haves

  • Membership in the American Institute of Certified Planners preferred.

Responsibilities

  • Develop and manage programs and services related to land use, community development, and city planning.
  • Maintain and enhance Fredericksburg’s rich historical heritage, ensuring that development projects respect and preserve the city's unique character.
  • Collaborate with local businesses and stakeholders to foster economic growth and enhance the city’s competitive position.
  • Contribute as a member of the Executive Leadership Team to advance Council priorities and support the city’s long-term goals.
  • Formulate department policies and procedures.
  • Prepare and manage the department budget and ensure effective use of resources.
  • Ensure regulatory compliance across all departmental activities, while aligning planning programs with the city’s strategic goals and Council priorities.
  • Define strategic goals and objectives, assess departmental effectiveness, implement continuous improvements, and develop and execute comprehensive short/long range Planning initiatives.
  • Review and approve applications related to land use and development.
  • Prepare and present reports and recommendations to the Planning Commission, City Council and other boards.
  • Serve as a principal technical adviser on planning and zoning issues.
  • Conduct planning studies and prepare analytical reports.
  • Provide leadership, mentorship, and performance management for departmental staff to foster a high-performing, collaborative team.
  • Consult with architects, engineers, and the public on code compliance.
