About The Position

The Director of Collections provides strategic leadership and executive oversight for all collections operations within the Oklahoma Tax Commission (OTC). This role sets the vision, strategy, and operational direction for a statewide collections program that promotes fair, consistent, and legally sound enforcement of tax obligations. The Director leads the development and implementation of equitable enforcement measures, including administrative wage garnishments, third-party debt collections, business closure orders, administrative court proceedings, fines, and structured payment agreements. The Director advances operational excellence through innovation, cross-agency collaboration, and continuous process improvement, while fostering a high-performing, adaptable team culture.

Requirements

  • A bachelor’s degree in accounting, finance, business or public administration; or related field
  • Eight (8) years of professional experience in auditing, accounting, or similar field OR an equivalent combination of education and experience, substituting one year of experience in auditing, accounting, or similar field for each year of the required education.
  • Five (5) years of supervisory experience.

Nice To Haves

  • Ten (10) or more years of professional experience in auditing, accounting, finance, or a similar field

  • Certified Public Accountant (CPA) or Certified Internal Auditor CIA certification
  • Previous tax or government knowledge

Responsibilities

  • Oversees and directs the day-to-day operations of the program areas within the Office & Field Collections division
  • Establishes division goals and objectives; develops controls to assure accountability for division operations; recommends the modification or development of legislation to further refine and establish efficient division operations; reviews proposed legislation to determine potential impact on division programs
  • Manages and optimizes the division’s $15 million annual operating budget to support operations that generate approximately $150 million in annual revenue.
  • Monitors, interprets, and directs the implementation of new legislation that impacts division policies, procedures, and staff resources
  • Develops and recommends policies, rules and regulations, which pertain to the administration of assigned programs consistent with federal and state laws; participates in program analysis
  • Oversees reporting, administrative audits, activities and other information to evaluate multi-functional program effectiveness
  • Manages and/or develops budgets for assigned divisional or multi-divisional programs
  • Develops controls to assure accountability for division operation, policy implementation and the maintenance of efficiency in various units
  • Advises agency management, assigned staff and others in the proper interpretation and application of agency rules and policies
  • Develops and maintains sound personnel policies and practices; directs staff training programs
  • Remains current on the state and federal laws on the collection of taxes, tax reporting, tax research and tax planning
  • Serves as a key member of the leadership team in developing business tax strategies, policies and legislation
  • Assists the Deputy Executive Director and the Executive Director with establishing and implementing goals and priorities for the division that are consistent with advancing the agency’s overall mission and vision
