About The Position

The Director of Child and Family Services - SWAN is an advanced professional and administrative position responsible for providing leadership, oversight, and direction for administrative and financial functions within the organization. This role requires excellent written and communication skills, as well as strong interpersonal skills to work effectively and cooperatively with the Philadelphia Department of Human Services and community service providers. The position is based in the Philadelphia Regional Office and is full-time and exempt.

Requirements

  • Master's degree in Social Work or a related field
  • Three years of experience in working directly with children in a child related field
  • Most recent performance evaluation must be satisfactory
  • Proficient knowledge of DPW regulations
  • Completion of a regulations quiz that tests knowledge of DPW regulations
  • Demonstrated team player philosophy
  • At least four years of direct supervisory experience with children and families in either job related or volunteer experience
  • Valid Pennsylvania Driver's License
  • Registered and insured vehicle
  • Certificate of Insurance for vehicle
  • Valid PA Inspection (even if vehicle is registered in another state)
  • Valid/Clean Motor Vehicle Record
  • Current Act 33, Police Clearance and FBI Clearance
  • City/County travel
  • Carry agency cell phone
  • On Call

Responsibilities

  • Provide leadership, oversight and direction for all programs in Philadelphia & Pittsburgh Regional Offices
  • Oversee Child and Family Service programming with a strong focus on Kinship services
  • Supervise 5-6 program supervisors
  • Develop and implement program policies, procedures, and controls necessary to ensure best practices in child/family assessments, case management and permanency planning
  • Develop and maintain effective family foster care service programs that address diverse service needs, outcomes attainment, quality service standards, and the use of technology to enhance service delivery to children and youth, birth parents, and foster parents
  • Provide direct oversight over the SWAN (Statewide Adoption and Permanency Network) program in both the Philadelphia and Pittsburgh offices
  • Provide direct oversight and leadership in the development and implementation of agency strategies, policies, procedures, and quality and productivity performance measures
  • Lead campaigns for foster parent recruitment, training, and critical case consultation/staffing
  • Perform strategic planning for staff programming needs, staff recruitment, selection, and performance management activities
  • Ensure compliance with mandates for foster care services of the Philadelphia Department of Human Services and Pennsylvania Department of Public Welfare
  • Lead quality assurance efforts including case file review and tracking performance and productivity outcomes for successful results
  • Work on-call hours as directed
  • Perform other related duties as assigned
