About The Position

The Director of Assessment and Program Review, reporting to the Assistant Vice President for Planning and Assessment, plays a central role in advancing a culture of evidence-based decision-making and continuous improvement across Coppin State University. The Director is responsible for designing, implementing, and managing comprehensive systems of assessment and academic program review that support institutional effectiveness and uphold accreditation requirements. This position requires close collaboration with faculty, staff, and administrators across academic and administrative units to ensure the effective collection, analysis, and use of assessment data. The Director works to ensure that academic programs and administrative units engage in systematic self-evaluation and continuous improvement efforts aligned with institutional priorities and external standards, particularly those of the Middle States Commission on Higher Education (MSCHE). Serving as an institutional leader in outcomes assessment and program evaluation, the Director provides guidance and professional development opportunities to campus stakeholders, promoting best practices in assessment methodology, data interpretation, and action planning. Additionally, the Director supports accreditation and strategic planning activities by coordinating institutional-level assessment efforts, producing reports, and aligning assessment results with student learning and institutional goals. Coppin State University, a member of the University System of Maryland and an accredited institution of MSCHE, is a model urban, residential liberal arts university located in northwest Baltimore. Founded in 1900, Coppin offers 32 bachelor's, 14 master's, 15 certificate, and 1 doctoral program to more than 2,400 students across day, evening, weekend, and online courses. The Director of Assessment and Program Review contributes to the university’s mission by ensuring assessment activities enhance the quality of academic offerings and institutional operations.

Requirements

• EDUCATION A master’s degree in Higher Education, Assessment, Educational Research, or a related field is required; a doctoral degree is preferred.
• EXPERIENCE A minimum of three years of directly related professional experience is required, with at least five years of progressive experience in institutional assessment, academic program review, or institutional effectiveness preferred, particularly in a higher education setting. Demonstrated experience in collecting, analyzing, and configuring assessment data to support institutional planning and continuous improvement. Experience with professional accreditation processes and a solid understanding of standards from the Middle States Commission on Higher Education (MSCHE) or similar accrediting bodies. Proven ability to design, implement, and manage comprehensive assessment systems that support evidence-based decision-making and institutional effectiveness.
• KNOWLEDGE, SKILLS, AND ABILITY Strong understanding of higher education assessment, curriculum mapping, and learning outcomes. Demonstrated knowledge, skills, and abilities to design, implement, and manage comprehensive learning outcomes assessment processes. Proficiency in assessment tools and platforms such as Anthology, Watermark, Taskstream, Tk20, or Blackboard Outcomes. Ability to analyze and interpret both qualitative and quantitative data to support institutional effectiveness. Skilled in the use of computer-based statistical, technical, and database applications. Proficiency in Microsoft Office Suite and familiarity with data visualization tools such as Power BI and Tableau. Excellent written and oral communication skills. Strong project management and organizational skills with the ability to manage multiple priorities and deadlines. Ability to develop survey instruments, analyze results, and disseminate findings through clear and actionable reports. Experience in developing training materials and facilitating assessment-related workshops and consultations. Ability to work collaboratively across departments, academic units, and disciplines, including in a consultative role with faculty and staff. Demonstrated leadership and management skills including event coordination, scheduling, problem-solving, and data reporting. Ability to work independently and proactively, while also contributing as a member of a collaborative team. Capacity to support and facilitate assessment-related research in partnership with faculty and departments. Experience with and understanding of accreditation standards and expectations, particularly those from CAEP/SPA and ACBSP. Ability to think strategically while managing operational details and logistics. Commitment to continuous improvement and openness to constructive feedback. Supports the implementation of the University’s Institutional Assessment Plan by developing appropriate procedures and methods. Collaborates with academic and administrative departments to collect, interpret, and use assessment data for institutional improvement. Conducts and reports on institutional research and assessment activities, including survey design and evaluation reporting.

Responsibilities

• Oversee the collection, organization, and analysis of programmatic assessment data that supports institutional effectiveness and academic quality. This includes data related to strategic initiatives, faculty activity and development, graduating student outcomes, committee and department reports, and the quality of incoming students. Additionally, manage the compilation and organization of information required for academic accreditation processes and coordinate the distribution of assessment-related communications to students.
• Lead the development and implementation of a comprehensive, university-wide assessment system for academic and administrative units, ensuring alignment with Coppin State University’s mission and accreditation standards. In collaboration with academic programs, the Director facilitates assessment-related research and ensures the timely and accurate entry, analysis, and reporting of assessment data. The Director also prepares and presents reports related to assessment, evaluation, and accreditation; conducts and evaluates follow-up studies of program graduates; and supports various academic and institutional improvement initiatives. In addition, assist the Assistant Vice President for Planning and Assessment and the Director of Institutional Research with research and the preparation of reports and presentations in support of university-wide committee activities.
• Manage the collection, organization, and maintenance of resources for the University’s Assessment Library and Assessment Committee electronic platforms. This includes curating and updating materials such as current academic proficiencies, rubrics, course documents, faculty and course evaluations, academic student learning outcomes, performance-based assessments, student self-assessment of competencies, professional development records, course previews and post-inventories, student progression rates, stakeholder feedback, and course evaluation data. Additionally, coordinate the academic program review process by establishing timelines, managing reporting templates and documentation, and guiding the development of follow-up action plans.
• Serve as the primary liaison with academic departments and university leadership to ensure program review activities are aligned with institutional priorities and continuous improvement efforts. The successful candidate will be responsible for developing, refining, and facilitating processes that support the effective analysis, interpretation, and use of assessment data. This includes managing assessment systems and databases, aligning and consolidating data sources, and supporting the design of initiatives to streamline the secure collection and maintenance of program and student records. The Director will also provide training, consultation, and ongoing support to faculty, staff, and administrators on assessment design, data analysis, learning outcomes, and the practical application of results to drive continuous improvement.
• The Director of Assessment will lead and support assessment-related research in collaboration with academic and administrative programs across the university. This includes ensuring accurate and timely collection, entry, analysis, and reporting of assessment data to inform institutional effectiveness and student learning outcomes. The Director is also responsible for preparing and presenting reports related to assessment, evaluation, and accreditation; conducting and analyzing follow-up studies of program graduates; and contributing to broader academic and continuous improvement initiatives. In partnership with the Office of Institutional Research, the Director will provide relevant data, dashboards, and reports to support strategic decision-making and fulfill compliance reporting requirements for accrediting and governing bodies such as MSCHE, MHEC, and USM.
• Provide staff support to a range of upper-level university committees by coordinating appointments, conducting research, preparing reports and presentations, organizing meeting logistics, and maintaining accurate minutes and records.
• Oversee the collection, organization, and analysis of assessment data related to curriculum delivery and student learning outcomes. Additionally, support strategic planning, annual reporting cycles, and accreditation efforts by ensuring the timely compilation and dissemination of assessment-related evidence to inform institutional decision-making and demonstrate continuous improvement.
