About The Position

The Director of Affordable Housing at Rose Associates Inc. is responsible for managing the Affordable Housing portfolio, ensuring compliance with regulations, and advocating for policies that support affordable housing initiatives. This role requires strong leadership skills to guide a team of housing professionals and maintain partnerships with various stakeholders in the affordable housing sector.

Requirements

  • Bachelor's or Master's Degree in Business, Real Estate, Marketing, Finance, Accounting, Psychology or related field required.
  • 5+ years of experience in a regional manager role, overseeing affordable housing communities and driving policy implementation.
  • Affordable housing certifications are required (i.e. LIHTC, HCCP, COS, CPO, C3P, etc.).
  • Strong knowledge of affordable housing, including Low-Income Housing Tax Credits, Housing Choice Vouchers, Section 8, Section 236, 40%, 60% and 80% programs and other subsidy programs.
  • Demonstrated success in on-site team management, affordable housing compliance, including budgeting, scheduling, and risk management.
  • Excellent communication and interpersonal skills, with the ability to collaborate effectively with diverse stakeholders.
  • Commitment to social justice, equity, and inclusion in housing policy and practice.
  • Experience working with government agencies, community organizations, and advocacy groups.
  • Proficiency in navigating computers and property management software, to include Microsoft Office, iLuvLeasing, On-Site, and Yardi.
  • Knowledge of fair housing regulations and leasing practices.
  • Valid NYS real estate license or ability to obtain one within the first 120 days of employment.

Responsibilities

  • Oversee and manage the day-to-day operations of the Affordable Housing portfolio.
  • Ensure compliance with all local, municipal, state, and federal Affordable Housing regulations, including recertifications.
  • Stay informed about local, state, and federal housing policies and regulations.
  • Advocate for policies that support affordable housing initiatives.
  • Collaborate with property managers to optimize daily operations, implement financial strategies, and monitor budgets, including analyzing monthly financial performance.
  • Proactively manage assigned communities, conducting frequent site visits and inspections to ensure property upkeep and compliance.
  • Prepare owner reporting packages, business plans, and weekly/monthly reports.
  • Cultivate and maintain partnerships with government agencies, non-profit organizations, developers, financial institutions, and other stakeholders involved in affordable housing initiatives.
  • Provide guidance and support to a team of housing professionals, including hiring, training, and performance management.
  • Deliver effective leadership and mentorship to ensure high performance and foster a collaborative work environment.
  • Collaborate across departments to efficiently achieve property goals.
