About The Position

The Director of Administrative Services shall be the head of the Department of Finance and perform all duties established for the Director of Finance under Article VII Section 31 of the City Charter and shall also hold the title of Director of Finance. Reporting to the City Manager, he/she directs and supervises the internal administrative operations and activities of City government as directed or in accordance with policies established by the City Manager and City Council. Provides highly responsible and complex financial and administrative support to City Management. Directly supervises employees within the finance and utility billing departments. Prepares, compiles, and presents the annual budget document for the City. Monitors expenditures during the year and makes recommendations to the City Manager for budget modifications or additional funds. Ensures financial reporting and procedural compliance with all applicable Federal, State, and Local regulations as well as generally accepted governmental and accounting principles. Coordinates the annual audit and is responsible for the Annual Comprehensive Financial Report. Serves as the City's Chief Investment Officer.

Requirements

  • Requires a bachelor's degree in accounting
  • Minimum of seven years of progressively responsible government accounting experience
  • Five years in a managerial capacity as Finance Director or Assistant Finance Director, or an equivalent combination of education, training and experience that provides the required knowledge, skills, and abilities
  • This position is classified as an "Emergency Essential" position as described in the City of Alvin's Personnel Policy Manual. These employees may be required to remain or respond in the event of emergency conditions and be available immediately before (Pre-Impact), during (Emergency Period), and/or after the disaster or emergency condition (Post Impact/Recovery), to perform duties directly related to the emergency conditions as determined by the City.

Nice To Haves

  • Certified Government Finance Officer and/or Certified Public Accountant preferred
