About The Position

With guidance from the Executive Director, leads in the planning and overseeing of various environmental programs at the District including but not limited to the Asbestos Hazard Emergency Response Act (AHERA) Program, and Lead Based Paint Program. Reviews and monitors all work involved with federal, state and local regulations, to include District personnel and Contracted/Consultant workforce and ensures the District is in compliance with these regulations. Oversees and implements documentation preparation, duplication and dissemination. Supports the activities of Office of Environmental Management and Services (OEMS) staff in the pursuit of environmental program goals. Reports to the Executive Director on the status of all environmental conditions, and field project coordination in relation to the abatement of asbestos materials and the stabilization of lead paint. Provides project management support for the Executive Director regarding asbestos abatement projects, as well as other specific environmental tasks present at various District properties. Ensures that a Quality Assurance/Quality Control (QA/QC) program is instituted and maintained for all historical and currently collected data. Conducts regular visits to schools where environmental conditions are present or work is ongoing. Reports to the Executive Director and implements any corrective actions as necessary. Ensures that the AHERA records are maintained appropriately, specifically responsible for the documentation of the repair and removal of asbestos materials.

Requirements

  • Bachelor’s degree from an accredited college or university.
  • Nine years of full-time, paid, professional experience which have involved reviewing, inspecting and monitoring all work involved with environmental regulations to ensure that the school district, government agency, non-profit organization or corporation is in compliance with these regulations, at least four of which have been in a supervisory or administrative capacity.
  • OR
  • Master’s degree from an accredited college or university.
  • Seven years of full-time, paid, professional experience which have involved reviewing, inspecting and monitoring all work involved with environmental regulations to ensure that the school district, government agency, non-profit organization or corporation is in compliance with these regulations, at least four of which have been in a supervisory or administrative capacity.
  • Possession of a proper class license valid to operate a motor vehicle in the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment.
  • Currently possess or within 6 months of employment will obtain:
  • Valid Commonwealth of Pennsylvania Management Planner License
  • Valid Commonwealth of Pennsylvania Building Inspector
  • Valid Commonwealth of Pennsylvania Project Designer License
  • Valid Commonwealth of Pennsylvania Supervisor License
  • Demonstrated knowledge of: environmental laws and regulations governing the OEMS Programs including but not limited to AHERA, Lead Based Paint, Lead in Water, Hazardous Waste, Soil Management, Storage Tank Compliance, and Environmental Due Diligence.
  • Demonstrated knowledge of: the principles and practices used in the development and review of cost estimates and contract documents.
  • Demonstrated knowledge of: budgetary practices and procedures.
  • Demonstrated knowledge of: uses and capabilities of personal computers and their software applications.
  • Demonstrated knowledge of: supervisory methods and techniques.
  • Demonstrated knowledge of: strong proven project management skills.
  • Demonstrated ability to: interpret all relevant District, local and federal rules and regulations concerning program administration.
  • Demonstrated ability to: determine the feasibility of operations as well as costs, assess the effectiveness of operations and make recommendations for modifications as needed.
  • Demonstrated ability to: provide information to consultants in a manner that is useful for use in other departments relying on environmental data and systems.
  • Demonstrated ability to: address and document personnel issues, including contractors in a fair manner and review with the Director and relay information to the proper departments.
  • Demonstrated ability to: maintain records, monitor attainment of departmental goals and prepare reports.
  • Demonstrated ability to: exercise sound judgment and discretion in applying and interpreting policies and procedures.
  • Demonstrated ability to: communicate effectively, both orally and in writing.
  • Demonstrated ability to: establish and maintain effective working relationships.

Responsibilities

  • Manages the contracts and consulting firms and/or School District personnel who perform environmental support in schools and other District properties.
  • Oversees and develops reports and ensures that updated data are disseminated to every school/facility.
  • Writes and disseminates communications/letters to each school when needed.
  • Assists with development and scheduling of training for all School District of Philadelphia maintenance, facilities management, and cleaning personnel.
  • Provides support for management of District staff/personnel within OEMS including participating in annual reviews.
  • Reviews and provides input on District policies and procedures regarding OEMS work streams.
  • Coordinates and provides required support to other departments within Operations at the District, including but not limited to both Maintenance and Facilities.
  • Supports the Executive Director as needed including the management of OEMS team members.
  • Provides review of contracts and billing to insure that work is being performed within appropriately allocated funding.
  • Creates and maintains project management workflows for various programs throughout the OEMS department.
