About The Position

The Director of Mental Health provides leadership, administration, and clinical supervision of Progress Valley’s mental health programs serving individuals with mental health and co-occurring substance use disorders. This position leads the growth, development, implementation, and continuous improvement of all aspects of the outpatient mental health program. Responsibilities include program development, staffing, policies and procedures, training and compliance, quality assurance, fiscal performance, and regulatory oversight. The Director of Mental Health also develops and oversees the mental health internship program, including coordination with academic institutions and clinical supervision of internship candidates. This role represents the agency through networking, marketing, and collaboration with public and private partners while ensuring the delivery of high-quality, ethical, evidence-based services. Requirements

Licensed as a Mental Health Professional in the State of Minnesota.
Approved clinical supervisor by the Minnesota Board of Behavioral Health and Therapy (BBHT).
Minimum of five (5) years of progressive experience in a counseling related field.
Minimum of three (3) years of supervisory and/or administrative experience in a behavioral health setting.
Experience with budget development, fiscal management, employee supervision, and program administration.
Working knowledge of mental health and substance use disorder treatment continuums.
Knowledge of MHCP documentation, billing, and compliance requirements; MN 245I knowledge preferred.
Ability to supervise staff and interns from diverse educational and cultural backgrounds.
Must pass DHS Rule 11 background study.
Strong oral and written communication skills.
Demonstrated organizational, leadership, and time management skills.
Computer literacy required.
Minimum two (2) years free from chemical use problems if applicable.
Valid state driver’s license with a favorable driving record.
Repetitive movement of hands and fingers – typing and/or writing.
Occasional standing, walking, stooping, kneeling or crouching.
Reach with hands and arms.
Ability to communicate, converse with and exchange information.

Nice To Haves

Licensed Alcohol and Drug Counselor in the State of Minnesota and meets the definition of Treatment Director and Counselor Supervisor per MN 245G (preferred).
Experience in program development, growth, and service expansion preferred.
Knowledge of MHCP documentation, billing, and compliance requirements; MN 245I knowledge preferred.

Responsibilities

Lead the growth, expansion, and ongoing development of the mental health program, including identifying service needs, enhancing service delivery models, and recommending program innovations.
Implement therapeutic services consistent with Progress Valley philosophy; supplement and adapt program components to meet evolving client and community needs.
Recruit, hire, train, supervise, evaluate, motivate, and retain mental health staff.
Provide clinical supervision to mental health practitioners, support staff, and internship candidates to ensure quality of care, ethical practice, and compliance with state statutes and licensing requirements.
Develop, coordinate, facilitate, and oversee the mental health internship program, including partnerships with educational institutions, onboarding of interns, clinical supervision, evaluation, and documentation requirements.
Ensure internship activities comply with MN licensing standards, educational requirements, and agency policies.
Organize and supervise daily program operations, including physical plant oversight, to ensure a safe and effective service environment.
Research, develop, implement, and maintain clinical and operational policies, practices, and procedures.
Participate in agency strategic planning and lead mental health specific strategic initiatives.
Assist in developing and managing program budgets; monitor fiscal performance and authorize program expenditures.
Oversee credentialing, billing, documentation, and collections processes related to mental health services.
Ensure compliance with all applicable local, state, and federal laws and licensing standards (MN DHS Licensing, CARF, MHCP, etc.).
Assist with regulatory audits, corrective action plans, and ongoing compliance efforts.
Maintain regular communication with the Director of Operations through meetings, reports, supervision, and other communication methods.
Collect, analyze, and report program performance, outcome, statistical, and demographic data.
Review program admissions, discharges, and transfers.
Resolve staff and client concerns, grievances, and conflicts professionally and therapeutically.
Provide direct client services as needed to maintain program continuity.
Participate in community outreach, networking, alumni engagement, advocacy, and education initiatives.
Promote a positive, safe, inclusive, and productive work environment.
Engage in ongoing professional development to remain current in clinical practice, supervision, and regulatory requirements.
Perform other duties as assigned to support program outcomes.
