About The Position

This position, Designated Admin Manager II, leads the Maryland Veterans Trust Fund (MVTF), a 501C3 nonprofit entity within the Department of Veteran and Military Families. The position is responsible for grantmaking to both individuals and organizations, cultivating philanthropic donor partnerships, and providing administrative oversight for programs that directly impact Maryland’s veterans and their families. This position supervises a small team and oversees complex financial reporting to both the State of Maryland and the Federal Government. GRADE 20 Main Purpose of Job This position is primarily responsible for administrative oversight of the Maryland Veterans Trust Fund and all its primary functions. This includes marketing and public relations for the Trust Fund across Maryland and soliciting grant applications both from individual veterans and military families and from charitable organizations serving veterans. This position provides oversight and assists with the approval of grant applications (including verifying all required supporting information is provided); acts as a liaison for multiple grant review committees; communicates application status and determinations to applicants; disburses approved grant payments; ensures due diligence reports are received from charitable organizational grantees, prepares the IRS Form 990 and submits Annual Report for the Fund as required by MD. State Government Code Ann. § 9-914.2. This position is also tasked with donor stewardship, fundraising, and external partnerships for the Maryland Veterans Trust Fund, which includes tracking and receipting donations and contributions to the Fund, maintaining existing donor(s), establishing new revenue streams, and creating collaborative partnerships that advance the Trust Fund’s mission and increase its impact to Veteran and Military Families. This position also oversees the Maryland Veterans Service Animal Program, which makes grants to eligible nonprofits that engage in the training of service dogs or support dogs for use by veterans, or that use trained therapy horses for interaction with veterans.

Requirements

  • Bachelors Degree from an accredited college or university. A degree in Public Administration, Nonprofit Administration, Business Administration, or a related field is highly preferred.
  • At least five years of experience in administrative or professional work, including program management or grant administration.
  • At least two years of experience in a supervisory role, with responsibility for assigning work, training employees, and conducting performance evaluations.
  • At least three years of experience in financial tracking, managing grant lifecycles, or overseeing non-profit financial reporting (such as IRS Form 990 or annual state reports).
  • At least two years experience in donor stewardship, fundraising, or establishing external revenue-generating partnerships.

Nice To Haves

  • Hands-on experience as a database administrator for Salesforce Grant Management Systems or similar CRM/Grant software.
  • Familiarity with veteran and military family culture.
  • Exceptional written and verbal communication skills for frequent contact with grant applicants, the Board of Trustees, and executive leadership.
