About The Position

The Director, Licensing and Compliance Governance at Bakkt will be responsible for establishing and executing on elements of our compliance efforts, including Money Transmitter License administration, NYDFS 504 compliance (including Transaction Monitoring and Filtering Model Governance), the Management Action Plan, Quality Control program. The ideal candidate for this role will be highly organized and have experience working in compliance and with regulators.

Requirements

  • 8+ years of compliance experience, including audits and management.
  • Experience with both crypto and with fiat transactions.
  • Direct experience performing compliance governance oversight activities.
  • Strong background regulatory and compliance concepts, practices, and procedures to effectively manage compliance issues to achieve defined outcomes and desired results.
  • Mature communication skills, both oral and written, with ability to concisely communicate status, key issues, and resolutions in manners appropriate to the audience.
  • Strong work ethic and takes initiatives in solving problems and presenting solutions.
  • Ability to continuously prioritize projects based on risk or impact, confront conflict and difficult issues in a professional and proactive manner.
  • Excellent oral, written, and interpersonal communication skills with ability to create thorough analytical reports and speak persuasively with key stakeholders.

Responsibilities

  • Managing and maintaining Bakkt's licenses, such as state Money Transmission Licenses (MTL), NYDFS BitLicense, and AUSTRAC DCE Registration.
  • Coordinating and submitting reports, including renewal applications and financial statements.
  • Communicating with licensors and NMLS about material changes to the company, such as changes to the address, name, and organizational structure.
  • Assisting with applications for new U.S. and international licenses.
  • Leading and project managing state and federal regulatory examinations, including coordinating the response and remediation efforts for any findings.
  • Conducting model governance for transaction monitoring and filtering, including model identification, validation, and tuning.
  • Leading the Compliance Risk Assessment and developing compliance policies, governance, and frameworks.
  • Developing and updating a Compliance Management Action Plan to provide comprehensive responses to compliance issues.
  • Establishing and executing the company's compliance efforts, including the Management Action Plan and Quality Control program.
  • Reviewing control gaps with remediation owners and providing guidance on creating management action plans.
  • Performing ongoing control monitoring and testing and creating new controls where needed.
  • Reviewing marketing, sales, and customer collateral.
