About The Position

Works under the general direction of the Deputy Commissioner (DC) for the Community Health Improvement (CHI) Division. The Director of Data Analytics and Special Projects (DASP) provides oversight and strategic direction and planning for the DASP Section which includes data analytics, Information Technology (IT), Congenital Syphilis (CS) surveillance and prevention and other special projects for the division and the agency. Work involves establishing strategic plans, goals, and objectives for each program area; developing policies and procedures, reviewing and interpreting guidelines; establishing priorities, coordinating and evaluating program activities; and reviewing and approving budgets. Provides oversight and direction of implementation, supervision, and monitoring of all operational activities of the Section, ensuring optimal day-to-day performance of essential Section business functions. Supervises and provides daily oversight to Section office staff and briefs the Deputy Commissioner on risks/issues. Works under minimal supervision and has wide latitude for independent judgment, decision-making and direction of activities. Also oversees special projects assigned to the division, including new grants, programs, and strategic planning. Participates and leads cross-functional teams and workgroups and attends meetings on behalf of the Deputy Commissioner and Division. Supervises and provides daily oversight of direct reports. Works under minimal supervision, with extensive latitude for the use of initiative and independent judgement. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.

Requirements

  • Knowledge in supervision of employees such as hiring, staff development, evaluation, and counseling of employees.

  • Master’s Degree or higher from an accredited university in data analytics, epidemiology, public health or a related field with experience in governmental or non-governmental data and public health programs. Five years of relevant experience may be substituted for graduate degree.
  • Experience coordinating large-scale assignments across multiple areas, human resources, information technology, financial and grant management required.
  • A minimum of five years’ experience providing oversight to programs on data governance and standards.
  • A minimum of five years of experience supervising employees, including hiring, staff development and performance evaluation, counseling, coaching, and teambuilding.
  • Experience communicating with senior or executive level staff.

Responsibilities

  • Reporting to the CHI Deputy Commissioner, provides overall vision, management, and coordination to the programs within the DASP Section.
  • Manage the overall planning, implementation, coordination and evaluation of program policy and budgets to promote effective administration of delivery of DASP and Division programs.
  • Develops standards for achieving goals of the Section.
  • Supports the data analytics and research needs of the division, including oversight of division data governance and management policies and procedures.
  • Collaborates with subject matter experts and data owners within the division to define and implement data strategies, policies, controls, and programs to ensure key division data is accurate, complete, secure, and reliable.
  • Coordinates strategic planning and special projects and initiatives for the CHI Division and agency.
  • Supports IT needs of the Division and agency.
  • Oversees the CS Surveillance and Prevention program including the CS Hotline.
  • Ensures effective day-to-operations to ensure program success.
  • Develops, implements, monitors and evaluates group standards, policies and procedures for the CS program, and sets rules in place to support essential operations to confirm compliance with state and federal laws, regulations and best practices.
  • Serves on the CHI leadership team and represents the agency, division and section in presentations, providing information, collaborating with internal and external stakeholders, other state agencies, and federal partners.
  • Participate in strategic communication efforts for the Division and Agency.
  • Reviews and analyzes legislation related to DASP and responds to legislative and public requests for information.
  • Participate in developing legislative appropriation requests.
  • Serves as a resource in DASP for legislators, other elected officials, governmental entities and the public.
  • Manages and develops staff through review of performance data, consultation, training and performance appraisal.
  • Responsible for hiring and selection, assigning work, completing performance evaluations, recommending personnel disciplinary actions and scheduling and approving leave.
  • Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or Continuity of Operations (COOP) activation. Such participation may require an alternate shift pattern assignment and/or location. To perform these job duties, this position may require working extra hours needed to meet defined deadlines and support the agency’s mission critical reporting requirements.
