About The Position

The position involves directing, overseeing, and performing procurement-related activities, including planning, development, and execution. The role requires reviewing scopes of work, recommending pricing methodologies, and ensuring compliance with procurement policies. The individual will conduct proposal openings, assist in evaluating proposals, and prepare for negotiations regarding goods and services. Additionally, the position entails procurement administration duties, vendor interaction, and conflict resolution related to procurement issues. The individual will also ensure that signed agreements are communicated to relevant parties and oversee the renewal and amendment of agreements to maintain an uninterrupted flow of goods and services. Leadership in daily operations of procurement services in accordance with district policies is also a key responsibility.

Requirements

  • Bachelor's Degree from an accredited university in Business Administration or a directly related field.
  • Ten years of business operations and/or technical contract assistance and preparation experience, including four years of supervisory experience.
  • Knowledge of the principles, procedures, and legal requirements of school district purchasing and contracts.
  • Understanding of the principles, procedures, and requirements of financial accounting.
  • Ability to assist in strategic planning and situational analysis.
  • Effective interpersonal skills to interact with all levels of employees and the public.
  • Planning and problem-solving/investigative skills to research inquiries related to job responsibilities.
  • Competency to coordinate multiple projects and assignments with a high degree of flexibility.
  • Established skills in both verbal and written communication.
  • Initiative to provide information to staff to maximize productivity and efficiency.
  • Computer skills, specific familiarity with Microsoft Windows, Microsoft Office, and Oracle.

  • TASBO or Certified Purchasing Manager (CPM) certification preferred.

Responsibilities

  • Directs, oversees, and performs procurement-related activities, including planning, development, and execution.
  • Review scopes of work, recommend pricing methodology, and review draft technical specifications.
  • Conducts or participates in proposal openings and reviews submittals for compliance.
  • Assists in qualifying and evaluating proposals and documents the procurement evaluation process.
  • Prepares, plans, and conducts negotiations for goods or services.
  • Performs procurement administration duties involving vendor interaction and conflict resolution.
  • Determines permissibility and allocation of costs; resolves disputed items with consultants/vendors.
  • Assists in the evaluation and recommendation of waivers and deviations.
  • Ensures signed agreements are communicated to relevant parties and oversees renewing and amending agreements.
  • Provides direction, oversight, and leadership in daily operations of procurement services.
  • Responsibilities include interviewing, hiring, and training employees; budget preparation; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees.
  • Participates in the development and implementation of departmental strategic/operational plans.
  • Provides guidance on procurement matters to other procurement staff and district employees.
  • Reviews work performed by departmental staff for accuracy and conformance to procedures.
  • Oversight of monitoring and review of procurement documents and notifying budget managers of required adjustments.
  • Serves as an advisor to the Executive Director of Procurement Services on compliance issues.
  • Acts as a liaison between District departments and Procurement Services for procurement activity related to financial close and audits.
  • Prepares annual and monthly purchasing reports with critical dates and timelines.
  • Maintains procurement services database of current contracts for the Procurement Services Website.
  • Oversight of the maintenance and operation of a District-wide contract tracking and management system.
  • Ensures system accuracy and communicates with contract holders for compliance with laws.
  • Follows District policies and recommends updates for efficient use of resources and technology.
  • Oversight of organization and management of procurement-related files per Texas State Library rules.
  • Assures compliance of transmittals for record storage to the Dallas ISD Records Management Department.
  • Assists with the development and implementation of standard operating procedures and documentation.
  • Participates in the development and implementation of departmental strategic/operational plans and systems.
  • Sources various procurement forms and monitors compliance.
  • Assists with procurement staff training and District training related to procurement.
  • Provides support for the District's M/WBE goals.
  • Prepares reports and planning documents requiring technical precision and financial accuracy.
  • Maintains communication with user departments to provide customer service and technical assistance.
  • Keeps abreast of technical, legislative, and professional trends related to procurement.
  • Adheres to ethical business practices.
