About The Position

Lutheran Services Florida (LSF) envisions a world where children are safe, families are strong, and communities are vibrant. LSF is seeking a talented Director-Human Resources who wants to make an impact in the lives of others. The Director of Human Resources supports our Head Start Program in the Palm Beach, Flordia area. This is an onsite role. Purpose and Impact: The Head Start Director of Human Resources position serves a dual purpose . This position provide s on-site HR support within the designated program and support s the Head Start VP of Human Resources Operations in other state-wide Head Start HR initiatives . In addition , this position provides day-to-day, onsite HR-related support to the Head Start Program Director in fulfilling the objectives of the Head Start Grant .

Requirements

  • Bachelor’s degree from an accredited college or university in Human Resources, Business Administration with concentration in Human Resources, or related field.
  • Five years of experience in Human Resources administration, with an emphasis on recruitment, staffing and records compliance.
  • Must demonstrate sensitivity to our service population’s cultural and socioeconomic characteristics and needs.
  • Also required: Successful completion of a Level II background screening and drug screening prior to hiring.
  • Knowledge of and intermediate skills in Microsoft Office Suite including Word, Excel, PowerPoint and Access.
  • Knowledge of HS/EHS philosophy, goals and applicable regulations.
  • Basic math skills needed to calculate figures and amounts such as discounts, percentages and overtime.
  • Ability to collect, organize and evaluate data and develop logical conclusions.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to speak before groups of individuals.
  • Ability to write reports and business correspondence.
  • Ability to handle confidential information.
  • Ability to produce and interpret graphs, charts, spreadsheets, and other mathematical reports.
  • Ability to follow established procedures.
  • Ability to work effectively with others.
  • Ability to be available for weekend and evening meetings as well as social and community events.
  • Ability to manage numerous tasks, possess good organizational skills, communicate effectively with co-workers and the public, and work collaboratively in a team environment.
  • Exceptional organizational skills and attention to detail are required and the candidate must be able to meet designated deadlines.

Nice To Haves

  • Professional in Human Resources (PHR) preferred.
  • Head Start experience is helpful.
  • Bilingual preferred: English/Spanish or English and other languages present in the local area.

Responsibilities

  • Responsible for all recruiting activities in the assigned Head Start site to attract and retain the most qualified candidates.
  • Maintains oversight of all position postings, reviews selection documentation received from hiring officials, and ensures notification to the Policy Council of new employees.
  • Ensures all required screenings are completed prior to hire.
  • Conducts new employee orientation and timely processes new employee paperwork.
  • Responsible for forwarding all completed original new hire documents, including authorization to hire, LSF HR in a timely manner.
  • Responsible for set up and ongoing maintenance of Program personnel files, both electronic and hard copy.
  • Also responsible for ongoing maintenance and quality control of necessary documents for Center Directors’ on-site files, such that sites follow and are in compliance with local licensing requirements.
  • Assists in the development and implementation of HR compliance training programs, including but not limited to EEO, OSHA, FLSA, FMLA, ADA.
  • Responsible for the HR compliance of all Program staff required screenings, credentials, physicals, etc. for new hires and renewals.
  • Maintains oversight that up-to-date employee data is entered into various databases and tracks employee for reporting purposes.
  • Notifies employees and managers of expiration dates and schedules 5-year background re-screenings.
  • Conduct research into HR issues and make recommendations to Program leadership or the VP of HR Operations as appropriate.
  • Provides guidance to Program leadership and managers specific to employee relations staff issues to ensure compliance with LSF Personnel Policy and Procedures Manual.
  • Consults with the Head Start VP HR Operations to provide prompt and effective resolution of employee relations issues.
  • Refers complex situations to the Head Start VP HR Operations for guidance and policy interpretation.
  • Ensures compliance in all HR areas and participates in the performance management program by providing data as requested.
  • Responsible for ensuring that all required Federal, State, and local notices and Workers’ Compensation notices are posted in all Program work sites and are updated when needed.
  • Assists Head Start Director with implementing Human Resource procedures according to LSF policies, Head Start Policies, the Head Start Performance Standards, and the Head Start Act.
  • Provides daily supervision to subordinate Human Resource staff including but not limited to (based on organizational structure) the HR Coordinator, the Staff Development Coordinator, or other subordinates as assigned.
  • Provides input for performance appraisal and makes recommendation to Head Start VP HR Operations for professional development opportunities.
  • Ensures that all confidential information remains secure and discarded/expired items are shredded.
  • Provides administrative assistance to Program leadership specific to the performance appraisal process in accordance with LSF and HS/EHS policies and procedures.
  • Maintains strict confidentiality with respect to HS/EHS children, families and staff in accordance with established policies and procedures.
  • Assists employees with online benefits enrollment as needed, provides program communication of the process and deadlines.
  • Assists supervisors in reporting work-related injuries and workers’ compensation follow-up in conjunction with LSF Risk and Compliance Manager.
  • Assists employees and supervisors on all areas of the Family and Medical Leave Act to include the Leave of Absence process, medical certification deadlines and return to work requirements in collaboration with LSF Central Services Benefits Administration staff.
  • Assists LSF Central Services Risk and Compliance Manager in responding to Unemployment Compensation requests as needed, participating in the hearing process if necessary.
  • Provides supervisors with reports, forms and documentation as requested.
  • Assists Head Start VP Operations with special assignments, research and data collection related to Human Resources functions.
  • Maintains positive working relationships and facilitates communication with all areas supervised by the HS/EHS Director and with Central Office staff.
  • Attends all workshops and meetings as deemed necessary by supervisor.
  • Attends all required staff and parent meetings and activities.
  • Performs other duties as assigned.
