About The Position

Cboe Global Markets is seeking a Director of Learning and Development (L&D) to join our growing Talent Management team. As the Director of Learning & Development, you will serve as the strategic architect and enterprise leader for the global learning agenda. In this highly visible role, you will design, execute, and continuously evolve a comprehensive, enterprise-wide learning and development strategy that accelerates organizational capability, drives business outcomes, and fosters a high-performance culture. In this leadership role, you will be accountable for shaping and evolving the future of talent development across all career stages at scale--early career, professionals, and leadership--partnering with senior leaders to deliver transformative learning solutions that support organizational growth and innovation.

Requirements

  • Bachelor's degree in human resources, psychology, or related field required.
  • Master's degree in industrial/organizational psychology, Organizational Development, Adult Education, or related field preferred.
  • 12+ years of progressive experience in designing, leading, and scaling enterprise learning and talent development strategies and programs.
  • 5+ years of people leadership experience, including team coaching, development and performance management.
  • Demonstrated expertise in change management, adult learning theory, instructional design, and leadership development frameworks.
  • Proven track record in budget ownership, vendor management, and enterprise program governance.
  • Experience with LMS platforms and digital learning ecosystems.
  • Outstanding communication, influence, and executive presentation skills.
  • Data-driven mindset with the ability to translate analytics into strategic action.
  • Ability to travel up to 10%.

Responsibilities

  • Lead the development and execution of a global learning strategy aligned with business objectives, organizational values, and future workforce needs.
  • Serve as a trusted advisor to senior leadership and the Board, providing insights, recommendations, and reporting on learning initiatives, talent development trends, and organizational capability metrics.
  • Champion a culture of continuous learning and development that supports enterprise transformation, change management, and strategic business priorities.
  • Oversee the design, deployment, and continuous improvement of enterprise-wide talent programs, including early career pipelines, onboarding, leadership development, and performance management.
  • Establish and govern frameworks for leadership development at all levels, ensuring scalable solutions that build future-ready leaders and drive organizational performance.
  • Integrate innovative learning methodologies and technologies (e.g., blended learning, experiential assignments, digital platforms) to maximize engagement, retention, and impact.
  • Build and sustain strategic partnerships with HR, business unit leaders, and external experts to identify capability gaps and co-create impactful learning solutions.
  • Lead cross-functional teams and steering committees to ensure alignment, resource optimization, and successful implementation of learning initiatives.
  • Own the L&D budget and resource allocation, making data-driven decisions to maximize ROI and program effectiveness.
  • Evaluate, select, and manage external vendors and partners, ensuring high-quality delivery and integration of learning solutions.
  • Define and monitor key performance indicators (KPIs) for all learning programs, leveraging data analytics to measure effectiveness, drive continuous improvement, and inform executive decision-making.
  • Present regular briefings and strategic recommendations to senior leadership, translating learning outcomes into actionable business insights.
  • Lead, develop, and inspire a high-performing L&D team, fostering a culture of innovation, accountability, and professional growth.
  • Drive talent acquisition, development, and succession planning within the L&D function to ensure organizational capability and bench strength.
  • Represent Cboe Global Markets as an industry thought leader, staying abreast of emerging trends, best practices, and regulatory requirements in learning and development.
  • Continuously benchmark and integrate external research to ensure programs remain cutting-edge and competitive.
