About The Position

The Director of HR Business Partners is responsible for managing and overseeing the Human Resources Business Partnerships department, ensuring alignment with the District's values. This role involves collaborating with business leaders and executives to develop HR strategies aimed at attracting, developing, and retaining talent within the organization.

Requirements

  • Master's Degree in Business Administration or related field.
  • Seven (7) years of professional labor relations and human resources generalist experience, or an equivalent combination of education, training, and experience.
  • Knowledge of innovative practices and strategies for labor negotiations and employee relations.
  • Understanding of public sector administrative management principles, including budgeting and contract management.
  • Familiarity with state and federal laws governing HR functions.

Nice To Haves

  • Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR).

Responsibilities

  • Directs the activities and staff of the Human Resources Business Partnerships team.
  • Manages labor relations including mediation, dispute resolution, employee discipline, negotiations, contract administration, and implementation.
  • Advises, counsels, supports, and trains District managers on collective bargaining issues.
  • Maintains collaborative working relationships with union representatives.
  • Manages employee due process issues and conducts investigations on employee performance and misconduct matters.
  • Prepares agreements, action plans, reports, and resolutions as required.
  • Directs administration of labor contracts and facilitates labor/management meetings.
  • Serves as the lead negotiator for collective bargaining agreements.
  • Evaluates and responds to grievances and coordinates grievance meetings, mediations, and arbitrations.
  • Reviews and analyzes disciplinary, arbitration, and grievance data to determine trends and develop recommendations for revised policies.
  • Plans, organizes, and directs staffing, recruiting, talent management, and placement of all District staff.
  • Manages assigned staff, assigns tasks, evaluates performance, and develops staff skills and training plans.

  • Competitive salary range of $120,630 - $150,648.
