About The Position

The Director, Health Finance & Payer Policy is a director-level individual contributor responsible for leading complex health finance and payer policy work that supports hospitals and health systems. This role combines technical financial oversight with payer policy analysis and advocacy support related to Medicaid, Medicare, and commercial managed care. This position operates within the organization’s broad-grade compensation structure and is designed for an experienced professional who leads work independently, exercises judgment on complex issues, and supports senior leadership decision-making.

Requirements

  • Bachelor’s degree in finance, healthcare administration, public policy, or a related field required; master’s degree preferred.
  • Three to five (3-5) years of progressively responsible experience in health finance, healthcare reimbursement, payer policy, or related policy or advocacy roles.
  • Working knowledge of Medicare, Medicaid, and managed care payment and policy structures.
  • Strong analytical skills with demonstrated experience interpreting financial, reimbursement, or policy data.
  • Excellent written and verbal communication skills, including the ability to translate complex information for diverse audiences.
  • Highly organized, detail-oriented, and able to manage multiple priorities with minimal supervision.

Responsibilities

  • Lead core health finance functions, including hospital rate adjustment (HRA) schedules, payment reconciliations, and related reimbursement activities, ensuring accuracy, compliance, and timeliness.
  • Maintain and analyze reimbursement and finance data (including HRA and GME) used for Medicaid cost reporting, payer analysis, and policy development.
  • Analyze payer policies and administrative programs affecting health systems, including utilization management requirements, claims denials, audits, and related initiatives.
  • Review proposed and final Medicare and Medicaid rules and assess financial and operational impacts for member hospitals and internal stakeholders.
  • Support development of payer-related policy positions, legislative analyses, and advocacy materials in coordination with health finance, policy, and advocacy leadership.
  • Serve as staff leader or primary support for payer-focused committees and workgroups, providing financial and policy expertise.
  • Prepare clear, concise communications and materials for members and internal audiences on payer and health finance topics.
  • Respond to complex, time-sensitive inquiries with professionalism, sound judgment, and a strong customer-service orientation.
