About The Position

This position provides leadership, management, and operational oversight of College grant programs from project development to close-out for federal, state, local restricted grant awards that support college programs and activities. Ensures that grant projects are properly developed, and funds are used in accordance with The Office of Management and Budget (OMB) Uniform Guidance for Federal Awards 2 CFR 200, grant funding agency, grant program, and college regulations and requirements. Serves as the leadership in grant compliance to grant Principal Investigators (PI)/project directors, administrators, and support staff in all areas of interpretation, performance, and fiscal responsibility as they relate to grants, as well as liaison to the grantor/agency officer(s) as warranted. The position is to support the administration, compliance and implementation of grants and to monitor those grants. This position supports the management of critical, complex, time-sensitive grant project deliverables on time and within budget. This position also ensures the successful implementation of all awarded grants, serving as a grant project manager or project director/PI either in the interim or for the project's duration.

Requirements

  • Bachelor's Degree
  • Two years of supervisory experience.
  • Three years of successful Grant project/program management experience including interpreting funding source guidelines and federal grant regulations.
  • Experience developing grant project(s) and managing federal budgets, interpreting funding source guidelines, and interpreting federal grant regulations.

Responsibilities

  • Oversight of all post-award grant activities, deliverable progress, and expenditures monitoring, including sub-recipient awards, to assure institutional and governmental compliance with fiscal, programmatic, and reporting measures from award notification to grant close-out.
  • Implement new awarded grants immediately, serving as a grant project manager or project director either in the interim or for the project's duration, including hiring of grant personnel, equipment purchase, communication with sub-recipient(s), setting up trainings, activities and deliverables etc. required by the grant program(s).
  • Review and analyze all external grant program progress reports and data. Create monthly grant program progress report for all grants, including improvements and effective solutions to meet grant program requirements and goals.
  • Research and work with Senior Director Grants Management (SDGM) and Director of Grants Development (DGD) closely in identifying grant opportunities for SJC's priorities and needs and request(s) from Departments and SLT.
  • Outreach, engage and build critical relationships with SJC faculty and/or staff for potential grant program opportunities.
  • Outreach, network, build and maintain a strong industry partnership with community resources such as external institutions, organizations, workforce entities, and state and local government agencies etc. for potential grant opportunities and awarded grants.
  • Advise and assist SDGM developing and updating clear, concise instruction on grants administration policies and procedures for the College.
  • Provide support for effectively managing grant project(s) throughout the project lifecycle for Grant PI/Project Directors. Act as Grant Project Director/PI and manage grant program(s) as needed.
  • Research and provide senior leadership with adequate inputs and accurate grant information for grant-making strategy and decision-making.
  • Work with DGD and external grant contractors/consultants for the proposal submission process and confirm institutional grant proposals that are comprehensive, accurate, executable, and sustainable. Assist proposal planning, solicitation review, budget preparation, cost volume development, data required, narrative, internal policies & procedures verification/forms etc.
  • Work with DGD and support Grant PI/Project Director trainings.
  • Work with sub-recipient(s) or sub-awardee(s) for the grant development process, implementation process.
  • Work with Grant PIs/Project Directors and serves as a point of contact with external partners on grant compliance and management issues.
  • Develop, implement, and manage internal project processes to ensure compliance with relevant College and grant-related rules and regulations. (i.e., S/A eligibility, purchasing, equipment inventory, closing documents).
  • Work with grant accountants to ensure financial compliance and budget monitoring for awarded grants.
  • Assist Grant Accounting Manager to create and issue sub-recipient agreement and amendments for sub-recipients.
  • Work with Grant PIs/Project Directors to complete sub-recipient monitoring review process for programmatic areas.
  • Provide Grant PIs/Project Directors accurate and creative solutions in troubleshooting and resolve incidents in a timely manner.
