About The Position

The Project Director, Frontline Health Workers Coalition (FHWC) provides strategic leadership for CARE USA’s role as host and secretariat of the Frontline Health Workers Coalition, a global alliance of U.S.-based and international organizations advocating for sustained and strategic investments in frontline health workers (FHWs) in low- and middle-income countries. The position leads coalition strategy, advocacy, fundraising, and partnership engagement to advance health workforce policies and financing with the U.S. government, multilateral institutions, and global health stakeholders. The Project Director is responsible for setting the coalition’s strategic direction in collaboration with its Steering Committee, mobilizing members around shared advocacy priorities, and ensuring high-quality policy engagement across global platforms such as the World Health Assembly (WHA), UN General Assembly (UNGA), and other key multilateral and U.S. government forums. The role also oversees coalition operations, budgets, workplans, and communications, ensuring alignment with CARE’s global health, gender equality, and advocacy priorities.

Responsibilities

Lead Coalition Strategy, Governance, and Fundraising
Provide overall strategic leadership for the Frontline Health Workers Coalition in partnership with the Steering Committee.
Set coalition fundraising priorities and targets; lead or support development of high-quality funding proposals, presentations, and budgets.
Cultivate and manage relationships with institutional, philanthropic, and corporate donors, ensuring timely reporting and stewardship.
Convene and facilitate monthly coalition meetings and biannual strategic planning sessions to align members around advocacy goals.
Monitor global health and health workforce trends to inform coalition strategy and positioning.
Lead Global and U.S. Advocacy for Health Workforce Investment
Lead coalition engagement with the U.S., country national, and global stakeholders to advance policies and financing for frontline health workers.
Oversee coalition engagement with multilateral institutions including WHO, World Bank, Global Fund, Gavi, and UN agencies.
Guide coalition advocacy through global policy moments and platforms such as WHA, UNGA, WHO Executive Board meetings, and related global forums.
Coordinate closely with coalition Policy and Technical Working Groups to develop and advance evidence-based advocacy positions.
Oversee Coalition Communications, Events, and Knowledge Products
Lead the development and execution of high-impact coalition events, including global convenings, side events, and advocacy campaigns.
Oversee production of coalition policy briefs, reports, statements, and communications materials in collaboration with Communications Working Groups.
Ensure consistent, compelling messaging that elevates the role of frontline health workers and aligns with CARE USA’s brand and advocacy priorities.
Manage Coalition Operations and Secretariat Functions
Develop and manage annual coalition workplans and budgets in alignment with strategic priorities.
Oversee coalition operations, including logistics for meetings and events, member communications, and reporting systems.
Supervise coalition staff and consultants, fostering an inclusive, high-performing, and collaborative team culture
