Plans, directs, and coordinates the activities of the Offices of Maintenance, Grounds, and Energy and Sustainability in the Department of Facilities Management and Strategic Planning. Administers electrical, mechanical, plumbing, heating, ventilation, air-conditioning, environmental, and general maintenance repair and construction programs. Administers contract maintenance, security, and the 24/7/365 Emergency Call Center. Administers grounds maintenance and repair programs. Administers energy management and sustainability services. Provides managerial direction through subordinate supervisors. Develops and implements departmental goals and objectives . MINIMUM QUALIFICATIONS Education, Training, and Experience: Graduation from an accredited college or university with a bachelors degree in business management, construction management, architecture, engineering or a related field. Eight years of progressively responsible experience in the field of facilities or grounds repair, maintenance, construction, and capital project management, leadership in a K-12 environment, five years of which were at the supervisory level. Licenses and Certifications Possession of a valid class C Maryland drivers license or an equivalent is required. Ability to establish and maintain effective working relationships. PHYSICAL AND ENVIRONMENTAL CONDITIONS: The work of this class includes travel throughout Baltimore County. EXAMPLES OF DUTIES: Responds to all facilities related issues on a 24/7 basis to ensure consistent and safe operations of all schools and offices. Develops and implements strategies, goals, and objectives for the Offices of Maintenance, Grounds, and Energy and Sustainability. Ensures that the offices operations are performed in accordance with established standards. Plans, coordinates, and directs electrical, mechanical, plumbing, environmental, and general maintenance repair and construction activities. Oversees the management of various position classifications including but not limited to plumbers, electricians, HVAC technicians, industrial hygienists, painters, glazers, mechanics, grounds workers, analysts, and other staff. Plans, coordinates, and directs the heating, ventilation and air-conditioning system operations, maintenance, and replacement in all facilities. Plans coordinates and directs the placement, relocation, and maintenance of all relocatable classrooms throughout the system. Manages the administration of contracts for the installation, repair, and maintenance of critical equipment, major mechanical equipment, and facilities. Manages the receipt and processing of requests for maintenance and construction services. Manages roofing repair, roofing maintenance, and roofing construction programs. Manages the inspection of roofing projects. Manages a comprehensive inventory control system. Ensures that the system is integrated with other building automated systems and applications. Manages comprehensive building automation systems. Prepares and manages the operating budget for the offices of Maintenance, Grounds, and Energy and Sustainability. Manages the procurement of materials, supplies, equipment, and tools for the office. Prepares and reviews correspondence and reports pertaining to departmental matters. Performs assessments of the conditions of buildings and components. Reviews products and materials needed for departmental use. Investigates and provides information on departmental concerns. Provides operational improvements that increase the efficiency of the Office of Facilities Support Services. Consults and coordinates projects with the Office of Construction and Improvement staff including architects, engineers, construction managers, and general contractors to ensure the coordination of construction projects. Represents the department at Board of Education meetings, community meetings, and related events. Provides advice and guidance regarding facility maintenance and construction issues. Collaborates with the chief operating officer, and with the other directors, to assist in the development of departmental goals and new policies, rules, and procedures. Performs other duties as needed.
