The Director of ESD (Enterprise Service Delivery) and Major Projects Procurement is responsible for defining, leading, and executing innovative contract management and procurement strategies that support PG&E's major capital projects (total installed cost of $25M or more) after contract award. The Director drives the development, integration, and continuous improvement of comprehensive contract management and procurement programs, ensuring alignment with enterprise goals and industry best practices. They oversee the creation and optimization of policies, procedures, and business planning processes to strengthen compliance, efficiency, and agility across all major projects procurement operations. In partnership with executive leadership and cross-functional teams in ESD and Corporate Services, they establish unified processes, robust reporting mechanisms, and technology solutions that promote data-driven decision-making and performance transparency. By providing strategic governance, enhancing system integration, and fostering strong internal partnerships, this leader ensures the delivery of sustainable value, competitive advantage, and world-class procurement capabilities across the organization. In addition, the Director will be responsible for building and leading a team of 5-6 direct reports dedicated to interfacing with business units. They will oversee team staffing, including engaging contractors when needed. This position is hybrid, working from your remote office and your assigned work location at OGO, in Oakland, California.

  • Contract Management Strategy: Develop and implement overall contract management strategies for major capital projects. This includes drafting, reviewing, and negotiating complex contracts with internal clients, subcontractors, and suppliers to minimize risk and maximize project value.
  • Ongoing Contract Management: Proactively identify, assess, and mitigate contractual risks throughout the project lifecycle. This involves managing and resolving disputes, claims, and change orders in a timely and effective manner to protect PG&E's interests. Ensure strict adherence to all contract terms, conditions, and legal requirements. Prepare and present detailed reports on contract status, performance, and key metrics to senior management and project stakeholders.
  • Procurement Strategy: Coordinate and integrate strategic planning and annual operating plans by overseeing goal setting, business planning, and performance metrics to ensure that departmental strategies deliver measurable value in supplier cost savings, warehouse operations, safety, compliance, and risk mitigation. Partner with key internal stakeholders, particularly in the Major Projects business unit, to develop and manage demand and contract plans and execute program management for key procurement initiatives-including Customer Procurement Plans, Supplier Performance Scorecards, and Savings Funnel Reports. Validate supplier cost savings by coordinating reviews and obtaining approvals and develop financial reports to ensure that savings result in bottom-line improvements.
  • Procurement Support: Provide supplier spend and market cost analysis, develop cost modeling, and create value propositions and business cases to drive savings across the enterprise. Work cross functionally to develop category plans, establish supplier negotiation strategies, and ensure contract compliance throughout the supplier lifecycle.
  • Governance and Policy: Set the direction for Governance and Policy coordination with ESD and Corporate Services to ensure consistent integration of procurement policies and activities (regulatory and compliance). Incorporate best practices and enhance policies and operating procedures, including changes to contractual terms and conditions. Coordinates the introduction and implementation of new contractual language and supplier requirements.
  • Business Operations: Lead all aspects of business operations-including administration, talent management, and project execution-by collaborating with Procurement Directors to implement effective operating, planning, and reporting processes that drive productivity and compliance. Oversee supplier relationship management, contract performance validation, and the resolution of supplier issues, while safeguarding optimal sourcing decisions aligned with functional goals. Develop benchmarking relationships, visual management tools, and robust controls to monitor partner performance and spend; fosters cross-functional collaboration and manages contract renewals to support PG&E's strategic and financial objectives.
  • Team Leadership: Recruit and build a high-performing team to establish the inaugural Major Projects contract management and procurement team in the ESD group. Lead and mentor a team of contract management and procurement professionals with deep major projects subject matter expertise.
  • BA/BS in area of Economics, Business Finance or Supply Chain, or related experience.
  • 10 years of total supply chain or finance-related industry experience.
  • Project Management experience, Utility and non-Utility industry experience, Management Consulting experience, International Business / Sourcing Experience.
  • Willingness and ability to travel 10-20% as required for business engagements.
  • Master's degree in Business Administration (MBA), Supply Chain, or related field.
  • 10+ years of progressive experience in supply chain, strategic sourcing, procurement, or finance, with demonstrated success in enterprise-level planning and execution. With at least 5 years in a senior strategy or leadership role within a complex, matrixed organization.
  • Proven experience in leading cross-functional initiatives and managing complex projects across business and functional domains.
  • Strong understanding of supplier relationship management, contract management, and sourcing lifecycle practices.
  • Experience working in both regulated (e.g., utility) and unregulated industries, with exposure to large capital and operational procurement environments.
  • Demonstrated ability to build relationships with senior executives and influence without direct authority.
  • Industry certifications such as CPSM (Certified Professional in Supply Management), CPSD (Certified Professional in Supplier Diversity), or equivalent.
  • Formal project management training or certification (e.g., PMP); demonstrated experience managing enterprise-wide initiatives from planning through execution.
  • Lean Six Sigma or continuous improvement training preferred.
  • Experience with international sourcing, shared services models, or management consulting highly desirable.
  • Strong strategic thinking, analytical, and financial acumen with the ability to translate business needs into sourcing strategies.
  • Proven ability to lead through change, influence at all levels, and drive measurable results.
