About The Position

The Director of Employee Benefits at NJ Transit is responsible for overseeing the Benefits Department, ensuring compliance with regulations, and managing the administration of health and welfare plans. This role involves leadership, strategic planning, and collaboration with various stakeholders to enhance employee benefits and ensure financial accuracy in claims processing.

Requirements

  • Baccalaureate Degree in Business Administration, Finance, Human Resources, or related area.
  • Eight (8) years of applied experience directing employee benefits in the design, cost analysis, and administration of health and welfare plans.
  • Exceptional leadership and excellent written and verbal communication skills.
  • Solid understanding of health and welfare benefit programs.
  • Ability to work effectively with employees at all levels of the organization.
  • Knowledge and experience in information privacy laws and release control technologies.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.

Responsibilities

  • Hires, trains, and provides direction to the Benefits Department Managers and Staff, focusing on Non-Agreement and retiree populations.
  • Responsible for the accurate and timely processing and payment of all claims, administrative fees, and contractual departmental invoices.
  • Advises upper management on financial and benefits-related issues.
  • Handles DAG and OPRA requests, reporting, and other file requests.
  • Ensures compliance with union retiree contract rules and company policies for the Non-Agreement population.
  • Develops and implements system and procedural controls in compliance with audit requirements.
  • Directs the development of financial control functions and procedures for timely processing of benefit claim invoices and payments to vendors.
  • Supports Finance's Monthly, Quarterly, and Fiscal Year End closing processes and audits.
  • Assists Senior Management with procurement efforts and participates in contract negotiations for health and welfare carriers.
  • Manages plan vendors and ensures accountability to performance guarantees.
  • Tracks legislative changes for regulatory compliance and updates employee communication materials as required.
  • Responsible for all aspects of ACA regulatory reporting and filing requirements.
  • Leads annual Open Enrollments.
  • Functions as the Sr. Director, Employee Benefits in their absence.
