About The Position

The Director, Deployment Program Management is responsible for establishing and enforcing the governance, schedule, financial control, site acquisition oversight, and procurement discipline for all network deployment programs. This role owns the deployment control framework — including master scheduling, stage-gate enforcement, capital forecasting, vendor commercial governance, and risk management. The Director, Deployment Program Management ensures deployment execution is disciplined, measurable, and financially controlled. Program-level delivery accountability remains with deployment leaders for wireless and fiber. The PMO owns the systems, processes, and control functions that enable predictable execution. This role will convert multi-market capital programs into controlled and scalable execution through structured stage gates, integrated schedule control, site readiness governance, financial forecasting accuracy, vendor commercial discipline, and clean build to run handoffs.

Requirements

  • Bachelor’s degree in project management, business, finance, or equivalent experience.
  • 8-12+ years of experience in complex, multi-site capital deployment programs.
  • 5+ years leading or building PMO, controls, or program governance functions
  • Experience in telecommunications, infrastructure, construction, or utility deployment preferred
  • Demonstrated experience overseeing vendor-driven site acquisition and permitting
  • Strong mastery of integrated scheduling, stage gates, and forecasting
  • Experience managing vendor commercial controls within capital programs
  • Strong financial literacy, including forecasting and capital pacing analysis
  • Experience in lean, high accountability environments
  • Executive level communication skills with ability to translate operational data into clear reporting and decision support
  • Attention to detail in all areas of work.

Responsibilities

  • Design and enforce standardized deployment lifecycle stages from intake through formal acceptance.
  • Ensure no site progresses to NTP without complete readiness documentation.
  • Maintain centralized visibility of site classifications and stage status.
  • Enforce formal asset acceptance prior to operational handoff.
  • Own integrated master schedule across wireless and fiber programs.
  • Maintain milestone tracking for engineering, site acquisition, permitting, procurement, construction, and acceptance.
  • Forecast production pacing and capital deployment.
  • Identify schedule risk and escalate material deviations.
  • Track capital deployed vs approved budgets.
  • Maintain cost-to-complete forecasting and cost per site metrics.
  • Maintain centralized change order log and enforce documented approval workflow.
  • Ensure procurement activity aligns with approved capital envelope.
  • Validate scope against contracted rate cards and SLAs.
  • Oversee and monitor vendor-driven site acquisition, zoning, permitting, and lease workflows to ensure readiness and risk transparency.
  • Maintain centralized tracking of lease status, zoning hearings, environmental diligence, title issues, and permit approvals.
  • Surface site readiness risks early and escalate as required.
  • Maintain deployment risk register and structured change management process.
  • Escalate material schedule, financial, permitting, or vendor risks to Deployment leadership.
  • Produce executive dashboards and capital forecasting reports.
  • Coordinate cross-functional readiness alignment to ensure clean handoffs to network operations.
