About The Position

BHSB is looking for a Director of Data to lead how we collect, use and tell the story of data across the organization and the behavioral health system in Baltimore City. This is a senior leadership role for someone who is equal parts strategic thinker, data translator, people leader and change maker. The Director, Data is responsible for shaping and advancing an integrated, cross departmental data ecosystem that strengthens decision-making, drives continuous improvement, and accelerates meaningful change. This role requires a deep commitment to promoting behavioral health and wellness, reducing health disparities, and supporting individuals, families, and communities across Baltimore. The Director, Data will define the strategic vision for how BHSB collects, manages, analyzes, and utilizes data to advance the organization's mission. As a member of the leadership team, this position collaborates with the Vice President, Accountability, to oversee data governance, ensure regulatory compliance (HIPAA, COMAR), and develop actionable insights that inform program improvement, resource investment, grant development, and advocacy efforts. This position reports to the Vice President, Accountability and is a full time position working in a hybrid work environment in Baltimore, MD. BHSB will consider for employment qualified applicants with arrest and conviction records.

Requirements

  • Bachelor's degree in data science, Public Health, Healthcare Administration, and related fields. Master’s degree, preferred.
  • 3 - 6 years' experience in data management and analytics
  • Minimum 3 years in a supervisor capacity
  • Minimum 2 years in a leadership position managing the data function for a department or an organization
  • Minimum 2 - 4 years working in the behavioral health field, and/or a non-profit environment.
  • Orientation to MDH regulations, COMAR, or similar local and state reporting is desired.
  • Proficiency in SQL and data visualization tools (Tableau, Power BI, etc.) is required.
  • Ability to work on multiple complex projects at once in a fast-paced environment.
  • Intellectual curiosity, adaptability, and a proactive approach to exploring new ideas and emerging methodologies.
  • Familiarity with EHR systems is desired.
  • Excellent analytical, strategic thinking, and leadership skills.
  • Knowledge and experience with the implementation of applicable AI tools and their impact on business practices and utilization.
  • Advanced organizational and collaboration skills.
  • Passion for communicating the story of data demonstrated knowledge and various data methodologies.
  • Proven track record using array variety of analytical tools.
  • Technical proficiency with data visualization tools.
  • Ability to interact in a hybrid/virtual environment
  • Proficient using Microsoft Office Suite
  • This role may require travel to other locations for meetings and other business-related needs.
  • Ability to travel locally 10% of the time is required.
  • It is important to have access to some form of transportation to travel to off-site meetings, conferences, and site visits.

Responsibilities

  • Lead, mentor, and train BHSB team members on data collection, entry, analysis, and interpretation.
  • Collaborate with internal stakeholders to align data efforts with operational needs.
  • Oversee and ensure methodological rigor in the execution of data analyses.
  • Play a critical role in ensuring that insights are translated into compelling narratives and tools that drive both community impact and policy engagement, in alignment with BHSB’s priorities.
  • Ability to distill complex topics into clear, reliable, and actionable insights for diverse audiences.
  • Oversee data analysis initiatives across BHSB programs and activities.
  • Present the organization’s data findings to internal and external partners.
  • Pose strategic, insight driven questions to surface underlying requirements, clarify objectives, and guide the development of effective data solutions.
  • Lead the design and implementation of data frameworks that support internal learning and decision-making, positioning the organization as a thought leader in behavioral health.
  • Build staff capacity to interpret, question, and use data ethically and effectively and support the development of innovative opportunities for learning across teams.
  • Provide guidance and coaching support to staff on measurement, evaluation, impact, and learning.
  • Ensure the tools for building knowledge through human-centered data gathering are deployed across every level of the organization.
  • Facilitate consistent engagement with the Executive Team and key leaders across BHSB to review progress, success, and challenges in the implementation of BHSB’s priority practice areas and overall outcome goals.
  • Lead preparation and follow-up for stakeholder conversations on behalf of the CEO and President, ensuring that participants have the evidence and analysis needed to understand progress and make actionable decisions.
  • Collaborate with BHSB’s Vice President of Operations to develop, inform, and manage Data Sharing Agreements (DSAs) to ensure compliant, ethical data exchange with partners and funders.
  • Prepare for and predict changes in the behavioral health system along with implications for the organization's work.
  • Lead rapid response data analysis during emerging behavioral health trends, crises, or public health events.
  • Direct the collection and analysis of quantitative and qualitative data to identify behavioral health service gaps, trends, and outcomes.
  • Lead primary and desktop research, both qualitative and quantitative, with an understanding of survey methodologies.
  • Facilitate and oversee the creation of data visualization dashboards (primarily using Tableau and Power BI) to foster data-driven decision-making for internal and external stakeholders.
  • Lead the creation of innovative visualization tools in collaboration with BHSB’s Communications team.
  • Develop and implement an organization-wide data strategy reflecting BHSB’s goals, demonstrating the impact of behavioral health initiatives and administrative services.
  • Establish and enforce data governance frameworks, ensuring data accuracy, integrity and privacy.
  • Collaborate with Director, IT to understand and support information security and privacy controls across all systems
  • Ensure compliance with all applicable federal, state, and local regulations regarding health information.
  • Collaborate with BHSB’s Director, Information Technology, to gain in foundational knowledge of the technology roadmap for data systems at the organization.
  • Troubleshoot data systems to ensure proper performance and security.
  • Collaborate with BHSB’s Director, Technology to ensure operability of data management systems and the maintenance of datasets across multiple user groups.
  • Work effectively and collaboratively with others, both internally and externally to BHSB.
  • Foster open and honest dialogue within and across teams and between colleagues who have different backgrounds.
  • Engage in honest dialogue and navigate conflict in day-to-day interactions.

  • Serve as part of BHSB’s disaster response team as needed, in any capacity that is needed .
  • To perform assigned work functions, this position and those it supervises may have access to protected health information (PHI). It is expected that the employee will operate from a place of integrity and assume an ethical obligation to protect the security and confidentiality of all PHI in accordance with BHSB’s policies.
