The Contract Director for the Lead Maintenance Activity (LMA) is responsible for the overall administration, management, and oversight of the US Navy's ship repair and maintenance contracts in Singapore and the broader Indo-Pacific region. This role works closely with the Naval Supply Systems Command (NAVSUP) Fleet Logistics Center (FLC), Commander, Logistics Group Western Pacific (COMLOG WESTPAC), and the US Navy's Ship Repair Facility Detachment in Singapore. The ideal candidate will be a seasoned professional with deep expertise in US government contracting and a strong background in managing complex, performance-based service contracts, specifically in the maritime or defense industry.

  • Serve as the primary point of contact for the contract, overseeing all stages from pre-award activities to post-award administration, including modifications, claims, and closeout.
  • Ensure the contractor's performance meets all contractual terms, conditions, and requirements, including adherence to work specifications, safety standards, and quality assurance protocols.
  • Manage all financial aspects of the contract, including budget tracking, invoicing, progress payments, and contract funding. Conduct price and cost analyses to ensure fair and reasonable pricing.
  • Oversee the management of subcontractors, ensuring their performance, compliance, and successful integration into the overall contract effort.
  • Act as a key liaison between the contractor and government stakeholders, facilitating effective communication and resolving issues in a timely manner.
  • Lead negotiations with the client and subcontractors for contract modifications, change orders, and issue resolution.
  • Maintain comprehensive and accurate documentation of all contract activities. Provide regular reports and updates on contract performance, financial status, and risks to management.
  • Identify potential contractual and performance risks and develop mitigation strategies to ensure project success.
  • Minimum of 12 years of experience in government contract management, with a strong preference for experience with Department of Defense (DoD) or US Navy contracts.
  • Demonstrable experience managing complex, indefinite-delivery, indefinite-quantity (IDIQ), and firm-fixed-price (FFP) contracts.
  • Direct experience with ship repair and maintenance or large-scale, performance-based service contracts is highly desirable.
  • A Bachelor's degree in a relevant field such as Business Administration, Finance, or Engineering.
  • Expertise in US federal acquisition regulations and procurement policies.
  • Strong negotiation, communication, and interpersonal skills.
  • Exceptional organizational skills with a strong attention to detail.
  • Proficiency in contract management software and reporting tools.
  • Ability to obtain and maintain a US government security clearance.
  • Prior experience working with or for NAVSUP FLC or a Regional Maintenance Center.
  • Experience managing contracts in an overseas environment, specifically in the Indo-Pacific or Southeast Asia.
  • Relevant certifications such as Certified Federal Contracts Manager (CFCM) or Certified Commercial Contracts Manager (CCCM) from the National Contract Management Association (NCMA).
