About The Position

Director, Commercial Energy California Utility Programs Ready to make a difference? To guide the strategic growth of our utility programs business in California, we are currently seeking a Portfolio Director to oversee ICF’s work with California municipal and investor-owned gas and electric utilities. You will guide a team of program management professionals responsible for the design, launch, and delivery of customer centric energy programs across the state. You will build relationships with our utility client/partners as you work with them to design and implement program strategies aligned with their customer program objectives. You will leverage your deep business and regulatory knowledge of California utilities, customer programs, and the energy transition to connect our utility clients with ICF subject matter experts. You will work with utility clients to develop programmatic solutions based on technical advisory services and work with our regulatory and business development experts to enable new portfolios with utilities and regulators. You will work with internal partners to support the design and guide the launch of new teams implementing energy efficiency, distributed energy resource, building and transportation electrification, and flexible load management programs. You will partner with our utility clients as you guide your teams to deliver high performing programs, excellent customer satisfaction, and strategic growth across California. You will build a collaborative and inclusive team of senior program and portfolio managers that will provide day-to-day management/leadership support to their program portfolios and teams of ICF program managers. You will leverage best practices and resources from across our business and industry to promote the development of your teams and support your team members’ success in the delivery of important programs, projects, and tasks for our client(s). Requirements

  • Bachelor’s degree (concentration in Environmental Science, Energy Resources, Policy, Engineering a plus)
  • 12+ years of experience in an energy or energy related field (experience developing, designing, and managing successful energy efficiency, electrification, distributed energy resource, and/or demand reduction programs for California utilities a plus)
  • 5+ years of experience managing and leading project teams
  • Must have a valid driver’s license and successfully pass a Motor Vehicle Records (MVR) check
  • Must have reliable vehicle for travel up to 40% of the time within California for client meetings, events and conferences (reimbursement for mileage provided).

Nice To Haves

  • Master’s degree in Environmental Science, Energy Resources, Policy, Engineering, or Business Administration
  • Established relationships with the CPUC, SoCalGas, SCE, SDG&E, PG&E, SMUD, and/or LADWP.

Responsibilities

  • Work with leadership, subject matter experts, and clients to design and deliver transformational program portfolios.
  • Build and guide collaborative and inclusive teams that have the talent needed to deliver on all client goals and contract KPIs.
  • Contribute to the regulatory evolution of the energy industry through participation in utility and other stakeholder working groups, committees, organizations, and conferences.
  • Building rapport and trust with clients by understanding their business and priorities, always following through on commitments, and bringing One ICF to all engagements.
  • Maintain a comprehensive understanding of program designs, performance status, and how the performance of our program portfolios impacts our clients.
  • Solve client challenges through collaboration and partnerships with subcontractors, internal partners, and clients.
  • Work with internal teams to drive and oversee partnership strategy, engagement, and management.
  • Forecast, track, and deliver portfolio-level financial and performance targets.
  • Collaboratively design program budgets and staffing needs across cross-functional teams.
  • Guide and enable high performing teams through inclusive collaboration and career growth-oriented people management.
  • Become an expert in ICF’s suite of services and expertise and bring those solutions to your clients based on their strategic and programmatic needs.
  • Lead or play a substantial role in preparing for, pursuing, and negotiating recompetes and/or extensions of the portfolio, including pricing and proposal writing.
  • Coordinate with other ICF teams to share new or innovative offerings, meet new or evolving business needs or challenges, and expand our footprint with the clients’ organization.
