About The Position

The Deputy Program Manager - Business Operations will be responsible for the successful management and execution of this 250+ FTE cyber security, business operations, IT and analytical contract's program management office and external partner engagement. The successful candidate will excel in communications, collaboration, and coordination across a large, complex inter-disciplinary team of SMEs and an expert in providing clear, concise interactions with the government senior leadership team. This position requires critical attention to detail and the ability to operate in a fast, paced operational and leadership environment. The Deputy Program Manager will support the Program Manager in providing overall management and oversight of all activities performed by personnel, including subcontractors, to satisfy the requirements identified in the Task Order (TO). The Deputy Program Manager will lead the team responsible for the business operations functions that include deliverables management, resource management, logistics / procurement, and integrated schedule management. Additionally, the Deputy Program Manager will also serve as a Task Lead for the external partners. Responsibilities include interviewing, selection and hiring; training new and existing employees; planning, assigning and directing work; addressing employee performance and corrective action plans; employee motivation and rewards. As the Task Lead, the candidate will work with team leads to: Provide functional knowledge of operational and support processes for their service area. Clarify/resolve process-related activities for technical team. Understand existing and proposed delivery process, procedures, and tools by function. Monitor and report progress against plans through final acceptance and signoff. Manage, coordinate, and resolve project issues, decisions, and risks.

Requirements

  • 16 years of experience, may have management experience
  • 8 years of program management experience of complex projects
  • Experience leading business operations processes, including some combination of: financial and procurement management, human resources and strategic planning
  • Experience performing financial and performance monitoring of contracts; including establishing, negotiating, and reporting on contractual service level agreements.
  • Demonstrated understanding of financial program performance, including rate calculations, variance reporting, forecasting, and estimate to complete.
  • Excellent computer skills and proficiency in online collaboration tools and project management software such as Microsoft Excel, Word, Outlook, Access, Project, SharePoint
  • Excellent organizational, communication, and interpersonal skills, exceptional professional attitude, and collaborative management style
  • Must hold a Top Secret and eligible to obtain SCI security clearance

  • Demonstrated ability to effectively lead a hybrid on-site/remote work team
  • Experience managing a GSA AAS program
  • Knowledge and experience in organizational effectiveness and operations management implementing best practices
  • PMP (Project Management Professional) Certification
