About The Position

The Director, Business Development, Corporate Capture Strategy & Excellence serves as the enterprise subject-matter expert and thought leader for competitive capture across L3Harris. This role owns and advances the Common Capture Process (CCP), develops enterprise capture capability through training and certification, and directly supports priority pursuits to improve probability of win (Pwin) on mission-critical opportunities. Operating at the corporate level, this position partners closely with Segment Business Development leadership, Engineering, Program Management, and Executive Leadership to ensure consistent, disciplined, and competitive capture execution across the LHX enterprise.

Requirements

  • Bachelor’s degree nd a minimum of 15 years or master’s degree and a minimum of 13 years’ experience in competitive capturing experience, delivering winning solutions for U.S. and international military customers. In lieu of a degree, 19 years’ related experience.

  • Proven success leading captures resulting in >$100M contract awards for U.S. Department of Defense programs.
  • Demonstrated international capture experience, including NATO nations, Kingdom of Saudi Arabia, and South Korea.

Responsibilities

  • Serve as the enterprise owner and champion of the L3Harris Common Capture Process (CCP) across all segments.
  • Update, maintain, and govern CCP corporate policy, decision gate frameworks, templates, and reference materials.
  • Ensure CCP alignment with evolving business strategies, acquisition approaches, and customer expectations.
  • Maintain and manage the Corporate BD SharePoint site, ensuring controlled access and availability of current CCP content and tools.
  • Provide CCP orientation and onboarding training for new hires across Business Development, Engineering, and Program Management.
  • Lead and deliver enterprise Capture Excellence and Business Development training through the L3Harris BD Academy.
  • Design and facilitate virtual and in-person training covering core capture disciplines, including: Win Strategy development Competitive and customer analysis Price-to-Win (PTW) L3Harris solution shaping Strength-based proposal development
  • Conduct recurring Lunch & Learn sessions to reinforce CCP concepts and emerging best practices.
  • Serve as Corporate HQ lead for the Capture Certification Program, including: Candidate nomination and onboarding Certification training and preparation Facilitation of semi-annual Capture Certification Review Boards
  • Provide hands-on capture strategy support for Corporate Priority Pursuits at the request of Segment leadership.
  • Partner with Segment BD teams early in the pursuit lifecycle, ahead of solicitation release, to shape winning strategies.
  • Lead or support: Win Strategy assessments and gap identification Competitive assessments Initial Price-to-Win estimates leveraging customer budget intelligence Pink Team and Red Team proposal reviews
  • Advise pursuit leadership on actions to materially improve Pwin for must-win and mission-critical opportunities
  • Oversee the Proposal Center of Excellence (COE) Certification process, ensuring consistent standards, quality, and best-practice execution across the enterprise.
  • Partner with Corporate BD Operations to continuously improve proposal and capture governance, rigor, and repeatability.
  • Serve as the Policy Review Board representative for Business Development
