In collaboration with the Chief Program Officer, researches, develops and implements a broad range of recovery services and systems, for therapeutic clinical and day services that integrate the agency’s overall philosophy and mission. Identifies service needs and trends and acts accordingly. Ensuring compliance to all program, state and federal regulations within the Behavioral Health Services Division. Designs and implements systems and guidelines as indicated; participates in or leads meetings to review divisional status. Prepares or oversees reports for the Chief Program Officer, Chief Executive Officer and/or Board of Directors. Develops in conjunction with organization, leadership strategic planning for the continued improvement and enhancement of mental health services. In conjunction with the Chief Business Officer, and the Chief Program Officer develops, implements, and maintains divisional budgets including all revenue and expenses. Researches, develops and writes grants and applications as indicated or needed. Monitors and adjusts for variations in the budget. Reviews monthly service delivery to ensure accuracy of billing and maximization of program revenue. Monitors program adherence to levels of service and productivity and revenue targets. Identifying and reporting of Agency inefficiencies that negatively impact on program ability to provide services and function in an efficient and professional manner. As needed, carries out a broad range of activities to develop new services/expand existing services with regulatory officials. Obtains approvals, certifications and other licenses as needed. Works with the Chief Program Officer in planning, design, and renovation of building and construction projects relating to the enhancement and development of Behavioral Health Services programs. Performs a variety of management and leadership functions, including participating in hiring, orientation and training of new employees; provides training and retraining; carries out performance reviews, recommending salary increases, discipline, termination, and other supervisory activities related to the operation and smooth running of the division. Represents the agency at various county, state and association meetings and conferences. Serves as liaison with the public, individuals, and families served by the agency. May serve as agency spokesperson on issues relating to program focus. Develops relationships with local, county and state officials as well as colleagues in the field. Provides comprehensive supervision to the supervisors of all programs in the Behavioral Health Services division, including: PROS, CORE, Front Porch, and Care Management. Ensures staff adhere to the practice of psychiatric rehabilitation when working with program participants. Audits and reviews work being accomplished, providing guidance and counseling, as may be required. Discusses problems and solutions, providing directions and changing schedules as may be called for. May work with program administrators/professionals to establish service and consumer outcomes as part of the agency’s performance management system Provides supervision to a limited number of direct services staff and carries a limited caseload of participants in the PROS program. Completes required documentation affiliated with the provision of direct services, including progress notes and recovery plans.. Oversees the research, development, modification and implementation of Behavioral Health Services curriculums for consumers through group and individual class work. Develop Corrective Action Plans related to audit and/or Quality Assurance activities – including implementation of the Corrective Action Plan at the program level. Provides community outreach to educate other community programs about Jawonio Services. Designs, implements and maintains a variety of systems and guidelines to ensure and monitor compliance to all program regulations; designs and oversees enforcement of agency policy and procedures, conducting reviews and updating as required. Ensures that agency personnel are trained and able to carry out regulations, and program processes and that all treatment plans are in full compliance; participates in or leads meetings and conferences to review work of the division and to determine the meeting of established criteria. Seeks out new knowledge and approaches to enhance services. Must be able to assess appropriations of services, write grants to obtain funds. Develops and implements model programs and access outcomes utilizing standardized protocols and statistical analysis.
