In addition to managing a growing portfolio, April Housing will ensure assets in the existing portfolio remain affordable and in compliance with all rent regulations while making significant improvements and aligning the operations with April Housing's Standards of Excellence in Residential Operations. In its pursuit of excellence, April Housing is looking for individuals who share in its mission to provide high-quality housing to affordable residents. The Director of Affordable Housing Compliance is responsible for designing, leading, and continuously improving the company’s compliance program for Section 42 Low-Income Housing Tax Credit properties, related affordable housing funding streams and other affordable housing regulations. As the role responsible for ensuring occupancy and affordable housing compliance across the organization’s portfolio, the Director of Compliance provides strategic direction, supports scalable growth through robust policies, training of partners and quality assurance processes, ensures regulatory compliance, drives performance standards, and fosters a culture of accountability and excellence from the organization’s leasing and compliance functions and partners. The role requires a deep understanding of affordable housing compliance, risk management, and regulatory requirements. The Director of Compliance will lead a team of compliance professionals, working closely with development, legal, asset management, accounting, tax and finance teams to ensure consistent regulatory compliance in the operations and financing of all properties. Additionally, the Director of Compliance is responsible for setting expectations and deliverables for the property management companies and other occupancy and leasing functions engaged by the company.

  • Regulatory Compliance Management: Set the overall compliance strategy and property-level compliance standards for the company’s portfolio, ensuring adherence to LIHTC, HUD, Section 8, HOME, and other affordable housing programs and provide strategic leadership to the compliance and leasing teams within the organization’s property management partners.
  • Team Leadership : Manage and lead a high-performing team of compliance professionals; define roles, workloads and quality expectations, and provide coaching and performance management. Foster a culture of accuracy, accountability, and continuous improvement in compliance processes.
  • Compliance Program Development: Develop and implement compliance policies, procedures, and tools to ensure all properties meet local, state, and federal affordable housing regulations. Ensure the program is continually updated to reflect regulatory changes.
  • Training & Education : Lead the development and delivery of compliance training programs for internal staff, property managers, and external partners. Ensure all stakeholders are up-to-date on current regulations and policies.
  • File Audits & Monitoring : Design and oversee a risk-based program for internal compliance audits including periodic reviews of resident files, ensuring that occupancy, income certifications, and rent restrictions meet program requirements. Engage third-party audits and inspections as required. Collaborate with property managers to address and resolve any audit findings or compliance deficiencies.
  • Transactions Compliance Support : Review and approve compliance-related components of new acquisitions and resyndications (e.g., unit mix, set-asides, income limits) and support lease-up compliance strategies for new projects.
  • Liaison with Regulatory Agencies: Serve as the primary point of contact for regulatory agencies, including state housing authorities, HUD, and other affordable housing program administrators. Facilitate external audits, inspections, and compliance reviews.
  • Risk Management & Mitigation: Identify property-level compliance risks and develop strategies to mitigate those risks. Work with the legal department to ensure that property-level compliance protocols are integrated into the broader risk management framework of the organization.
  • Reporting : Provide regular updates and reports to senior leadership on compliance activities, audit results, and risk mitigation strategies. Develop and maintain tracking systems to monitor ongoing compliance across the portfolio.
  • Regulatory Updates: Stay informed of changes to affordable housing laws and regulations, and ensure the company’s policies and procedures reflect those changes. Communicate important regulatory updates to internal teams and external stakeholders.
  • Bachelor’s degree required; advanced degree or relevant professional certifications in housing, real estate, or compliance preferred.
  • Minimum of 8-10 years of experience in LIHTC and affordable housing compliance, with 3-5 years in a leadership role managing a compliance team.
  • Experience leading and developing compliance teams within a multifaceted housing organization
  • Experience in a multi-state, multi-program portfolio and a fast-paced, growth-oriented environment (e.g., private equity-backed or large nonprofit owner) strongly preferred.
  • Strong understanding of federal, state, and local laws related to affordable housing, fair housing, and tenant-landlord relations.
  • Proven track record of successfully navigating audits and regulatory inspections.
  • Excellent analytical and communication skills with the ability to interpret complex regulations into practical guidance and tools for onsite teams.
  • Strong track record of leading cross-functional initiatives with property management, asset management, development, and IT to improve compliance processes and systems.
  • Highly organized, with strong attention to detail and the ability to manage multiple projects simultaneously.
  • Proficiency in affordable housing compliance and project management software (e.g., Yardi, RealPage)
  • LIHTC Certification and/or additional housing certifications preferred (HCCP, COS or equivalent)
