About The Position

The Director Procurement Support (DPS) is responsible for leading all Supply Chain Management (SCM) efforts to efficiently and effectively enable the Material Acquisitions/Strategic Sourcing and Material Program Support functional partners to meet their objectives. The DPS will accomplish these tasks through a team of senior sourcing and procurement professionals, in the areas of Material Planning and Control, Material Cost Analysis and Control, Material Compliance and Order Audits, Socio Economic Business and Material Traffic.

Requirements

  • Bachelors degree in a relevant discipline (or the equivalent in education, training and experience), plus a minimum of 10 years of applicable, progressive professional and/or supervisory work experience
  • Master's degree and 8 years relevant experience.

  • Change management skills and self-awareness to take varying approaches with a dynamic set of stakeholders (e.g., expert model vs. facilitative model)
  • Knowledge of enterprise risk management and business continuity planning
  • Analytical mindset, but also creativity to seek, encourage and find non-traditional approaches that have historically “boxed-in” procurement

Responsibilities

  • Compiles and analyzes statistical data to determine feasibility of buying products and to establish price objectives. Compiles information to keep informed on price trends and manufacturing processes. Maintains and publishes procurement metrics in regards to the proficiency of the procurement team and fulfillment status of procurement orders.
  • Sets up cost control system, monitors and controls costs and schedules on contracts requiring validated cost schedule control system. Performs analyses and prepares reports in order to ensure that contracts are within negotiated and agreed-upon parameters and government cost control guidelines. Prepares budgets and schedules for contract work and performs and/or assists in financial analyses such as funding profiles, sales outlook, and variance analysis. Prepares program plans to ensure program requirements and statement of work are captured and scheduled. Performs schedule risk assessments to identify and mitigate program cost and scheduling risks.
  • Responsible for oversight and review of procurement compliance in the areas of spend, supplier, contract and operational compliance. Oversees self-assessment and auditing of procurement activities to ensure process and policy compliance is met and maintained.
  • Responsible for optimizing awards to Small Business (SB), Small Disadvantaged Businesses (SDB), Women-Owned Small Business (WOSB), Historically Black Colleges/University and Minority Institutions (HBCUs/MIs), Veteran-Owned Small Business (VOSB), Service0Disabled Veteran-Owned Small Businesses (SDVOSB) and HUBzone Small Business in accordance with applicable regulatory, statutory and contractual provisions. Monitors adherence to all applicable procurement procedures in soliciting all classes of SBs. Acts as the focal point for all potential source referrals, distributes referral information to applicable buying groups and follows-up for disposition. Acts as advocate for all classes of SBs.
  • Plans, schedules, and routes inbound and outbound domestic and international shipments of freight, using knowledge of postal regulations, tariffs, and company policy. Schedules with carriers, reconciles freight bills, prepares and negotiates claims, and selects or recommends carriers to ensure efficient, timely, and least expensive movement of goods and material. Conducts research on transportation methods, rates, and routes. Develops programs to audit and monitor carrier rates and charges and evaluates past performance and cost of transportation.
