This is an ONSITE position in Arlington, VA. NCC is seeking a Digital Publications Technical Manager for an upcoming contract (contingent upon award). This role will lead a team of Digital Publications Developers in creating innovative, accessible, and interactive digital publications across multiple platforms. The ideal candidate combines strong technical expertise in XHTML, JavaScript, CSS, and digital media with proven leadership, communication, and organizational skills to drive excellence in digital content development.

Lead a team of Digital Publications Developers.
Schedule and assign projects to developers as appropriate.
Oversee project progress and quality assurance of products produced by developers.
Oversee project layout and design specification for digital publications.
Define specifications for conversion from print to digital formats.
Manage projects following an Agile development cycle.
Update weekly reports.
Develop, document, and update standard operating procedures.
Create awareness of e-Book services via internal marketing campaigns.
Give presentations and demonstrations on the features and benefits of e-Books.
Lead meetings with colleagues and stakeholders throughout the entire project lifecycle and provide solutions for best practices for content development.
Work with COR/GTM, NFATC Staff, and other contractors to develop the best format for all e-Book content.
Develop educational and informational publications in digital formats for mobile e-Readers and desktop e-Readers.
Code e-Books with XHTML, JavaScript, CSS, XML, XSLT, WebGL or Three.js.
Analyze source files and transfer into appropriate templates/formats for e-Books.
Collaborate with colleagues and stakeholders to design high-fidelity prototypes.
Ensure that all e-Books are developed following W3C and ACE by Daisy specifications.
Test e-Books on a variety of devices and e-Reading applications.
Understand and communicate the interdependencies between operational impact and content scope/complexity.
Constantly drive innovation by staying current with technology and trends.

Ability to obtain and maintain a Public Trust government security clearance.
Bachelor's Degree or higher.
10+ years of applicable experience in Computer Science, Management Systems, Information Technology, Software Engineering, Web Development or Graphic Design.
7+ years of digital content management experience with practical hands-on experience/understanding of XHTML, JavaScript, CSS, and XML.
7+ years experience in Adobe Creative Suite (InDesign, Illustrator, Photoshop, XD, Audition, and Acrobat).
5+ years of experience in optimizing image/audio/video files, and experience in coding/development using HTML, CSS, Java Script, XML.
Experience in accessibility issues related to e-books and section 508 compliance.
Experience developing and executing marketing campaigns to build product awareness.
Experience leading in an Agile environment.
Experience managing issue/project tracking software such as Jira.
Experience implementing a version control system as Git or Bitbucket.
Experience with document conversion using Pandoc.
Strong understanding of electronic publishing protocols and technology.
Firm grasp of responsive e-Book design best practices for cross-device viewing.
Understanding of effective and modern graphic and UI design concepts.
Thorough understanding of UX design principles.
Ability to work in a Mac-based environment.
Experience in coding/development using XSLT, WebGL, Three.js, and MathML.
Experience automating and optimizing development workflows using modern build tools.
Experience with web stacks, libraries, and frontend frameworks such as React, Angular, or Vue.
Experience with Less/Sass CSS.
Exceptional organizational, communication and management skills.
Public speaking skills, and ability to conduct presentations.
Excellent customer service skills.
