About The Position

Acquires, examines, and evaluates actionable intelligence on persons of interest, their associations and movements by conducting comprehensive investigations using both open-source and closed-source intelligence across public platforms (social media platforms, forums, digital applications, public records, etc.) and digital multimedia evidence (DME) in legal matters. Applies advanced analytical methodologies to synthesize complex digital connections, accurately charting relationships, and documenting subject activities (clothing, conversations, posts, etc.). Ensures all data collection, preservation, and reporting adheres strictly to legal and ethical compliance standards, culminating in the preparation of detailed reports, presentation exhibits, and expert testimony for criminal prosecution. Tracks digital footprints, and monitors, collects, and analyzes digital content to identify key evidence and involved individuals, corroborating testimonies, and uncovering patterns that aid prosecutions.

Requirements

  • Education and experience equivalent to a Bachelor’s degree from an accredited college or university in Criminal Justice, Criminology, Intelligence Studies, Computer Science, or a job-related field of study.
  • Three (3) years of work-related experience working with OSINT or digital investigations.
  • Must possess a valid Texas Driver’s License and good driving record.
  • Will be required to provide a copy of 10-year driving history.
  • Able to be on-call 24/7.
  • “Individuals holding or considered for a position which has, or may have, access to criminal justice databases including the FBI Criminal Justice Information Systems, NCIC/TCIC and similar databases, must pass a national fingerprint-based records check prior to placement in such position and may be denied placement in such positions and/or access to such systems. Incumbents must also maintain the ability to pass the records check while in the position or until such time that the Commissioners Court and the County Civil Service Commission deem this position no longer has this requirement.”
  • Ability to communicate effectively orally and in writing.
  • OSINT Methodology Certification: Must possess or obtain within one year of hire industry-recognized certifications focused specifically on OSINT methodologies (e.g., SANS SEC487: Open-Source Intelligence Gathering and Analysis, or comparable certifications from accredited organizations).
  • Digital Intelligence/Analytics Training: Documented training in data visualization, link analysis, and synthesis of information gathered from disparate public sources.
  • Platform Expertise: Documented expertise in the use of specialized OSINT tools and platforms for archiving, preserving, and analyzing content from major social media, dark web, and public record sources.

Responsibilities

  • Conducts advanced open and closed source intelligence to reveal associations and combinations of individuals and organizations involved in organized criminal activities
  • Acquires, identifies and tracks intelligence across multiple sources to identify evidence and individuals involved in violent criminal offenses.
  • Acquires, verifies and tracks intelligence across diverse digital systems.
  • Exercises strong judgment to distinguish credible evidence.
  • Analyzes and synthesizes complex digital information to develop actionable intelligence, accurately chart relationships, documents subject activities (posts, photos, conversations, etc.), and establishes detailed timelines relevant to criminal investigations.
  • Prepares comprehensive, legally defensible intelligence reports detailing investigative findings, analytical conclusions, and the relevance of digital evidence; prepares authenticated screenshots and visual exhibits suitable for courtroom presentation.
  • Forensically extracts, collects, and processes digital multimedia evidence (including video, audio, and images) from multiple internal and external sources, ensuring proper chain of custody and data integrity for courtroom presentation.
  • Testifies as an expert witness in Grand Jury proceedings and court trials.
  • Provides analytical guidance to inform selection, implementation and lifecycle management.
  • Assists in the review, planning, and coordinating of software and equipment needs related to OSINT tools and digital intelligence gathering, including providing justifications and cost-benefit analysis for the appropriate budget process.
  • Maintains expert knowledge of popular and emerging digital applications and communication methods utilized by criminal populations and provides consultative support to ADAs on the technical aspects of digital media data acquisition and interpretation.
  • Ensures all data acquisition, preservation, and reporting techniques comply with legal frameworks and ethical guidelines, maintaining the integrity and admissibility of digital evidence for prosecution.
  • Performs other duties as assigned.
