About The Position

The Department of Social Services Accountability Office (DSS-AO) is responsible for supporting the integrity of social services programs administered by the New York City Human Resources Administration (HRA), Department of Social Services (DSS) and Department of Homeless Services (DHS). AO maintains the operation of the Office of Audit Services (OAS) and Office of Quality Assurance (OQA), Special Investigations Division (SID), Office of Accountability Strategies (OAS), Compliance and Contract Monitoring (CCM), Investigation, Revenue and Enforcement Administration (IREA), Office of Data Security Management (ODSM) and the Vendor Monitoring Office (VMO). The DHS Engineering Audit Officer (EAO) reports directly to the Deputy Commissioner of OAS & OQA. The EAO serves as a consultant engineer assessing the technical results of complex operating systems, and related engineering requirements to evaluate the contract services provided to approximately 65 DHS facilities. The consultant engineer work is strategic to keep well-maintained buildings in good working order and provide a safe, healthy, and comfortable environment for staff and clients while supporting DHS program activities. The DHS EAO must complete their comprehensive review expeditiously on capital improvement projects of DHS shelters, as this may involve a temporary rehousing of clients while construction and/or maintenance work is underway, to ensure clients are safely housed. All compliance and invoice review of capital improvement projects, which includes tens of millions of dollars in expenditures, and the final review of invoices before payment are under the sole purview of the EAO.

Requirements

  • A valid New York State License as a Professional Engineer.
  • Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work.
  • At least two (2) years of experience in an executive, managerial, or administrative capacity.

Nice To Haves

  • Professional Engineering license or four years of experience in engineering or audit engineering.
  • In-depth technical knowledge of and expertise in complex engineering issues.
  • Experience in design and construction of large Capital projects.
  • Knowledge of NYC Comptroller's Directive 7, Procurement Policy Board (PPB) ruling and NYC Construction Code.
  • Experience auditing payment and change orders.
  • Knowledge of NYC regulations and directives.

Responsibilities

  • Be accountable for verifying and monitoring the contractual services performed under DHS maintenance and repair contracts, such as elevators, wheelchair lifts, computer rooms, and HVAC systems.
  • Conduct site visits for the purpose of inspecting covered facilities and determining technical/contractual compliance with specifications and applicable engineering standards.
  • Provide oversight and final approval for audits of payment invoices for maintenance and repair contracts.
  • Conduct highly complex field audits and extremely technical desk audits which include the review of design documents provided by consultant firms.
  • Review specifications, materials installed, prevailing NYC labor rates and material costs.
  • Provide oversight and final approval on various audits on capital payment vouchers for DHS capital construction projects.
  • Design and implement an audit program that will expedite reviewing contractor's invoices submitted by DHS capital project group head and project managers for payment approval.
  • Prepare audit documentation including memos, analysis, and draft audit reports detailing audit findings and recommendations.
  • Attend Chief Audit Engineer's monthly joint agency EAO meetings to discuss EAO related issues and share technical knowledge for problem resolution.
  • Interpret and apply NYC Comptroller's Directive 7 and other guidelines regarding inspection and investigation.
  • Provide coverage in the absence of the EAO for the Human Resources Administration.
